• Fire & Aviation <strong>Management</strong>: Wildland fire prevention through education, hazardous<br />
fuels reduction, and proactive preparation. This program also includes on-forest wildland<br />
fire suppression, and national or international wildland fire and emergency incident<br />
response.<br />
Monitoring Trends and Performance Indicators<br />
Monitoring in <strong>Part</strong> 2 of the forest plan is focused on annual program implementation including<br />
inventory. The national forest currently uses performance indicators for tracking program<br />
accomplishments. The current system is expected to be augmented by a performance<br />
accountability system integrating annual budgets with programs of work and linking these to<br />
tracking of Strategic <strong>Plan</strong> performance indicators.<br />
Each of the key performance indicators is estimated for two budget levels in the performance<br />
history section; one based on the current budget trend and the other an estimate of the total<br />
capability and need for the program activity on the national forest assuming an unconstrained<br />
budget. Performance indicators are shown at the end of each management function section:<br />

Actual performance is tracked over time through annual documentation of accomplishment and<br />
these trends are evaluated periodically to determine if the national forest needs to shift program<br />
strategies (see The Three <strong>Part</strong>s of a <strong>Plan</strong><br />
in the Adaptive Cycle). This data is<br />
reported in the annual monitoring and<br />
evaluation report as part of the national<br />
forest's implementation monitoring<br />
efforts.<br />

Inventory is a continuous effort (see AM<br />
2 – <strong>Forest</strong>-wide Inventory Program<br />
Strategies and Tactics section). As<br />
funding is available, priority inventories<br />
are implemented and reported through<br />
various resource information systems<br />
including interagency systems. Periodic<br />
evaluation of inventory data is used to<br />
