This exposition of the overall problem is followed by a comprehensive overview of the<br />

conflicts in the North Caucasus in the fourth section. This overview describes how the specific<br />

factors of population density, ethnic diversity, economic decline, religious cleavages, <strong>and</strong> the<br />

experience of the deportations have triggered conflict in individual cases, <strong>and</strong> indicates how some<br />

republics have thus far managed to avoid violent conflict.<br />

The report concludes with a case study of Chechnya. It offers an explanation of how the<br />

structural legacy of the USSR, the political naiveté <strong>and</strong> poor judgment of Chechnya’s new<br />

leadership, <strong>and</strong> Moscow’s ad hoc policy combined to provoke a full-scale war on the territory of the<br />

Russian Federation.<br />
