tool to ensure that younger and older adolescents<br />

get their due.<br />

Programmes should ensure a match between<br />

need and actual reach through the collection<br />

of simple but high-quality monitor<strong>in</strong>g data so<br />

that 10 to 14-year-old adolescent girls at greatest<br />

risk of school dropout, child marriage, sexual<br />

violence and coercion, and early or un<strong>in</strong>tended<br />

pregnancy may be reached with appropriate<br />

<strong>in</strong>puts and <strong>in</strong>terventions.<br />

Research on what younger (and older) male<br />

and female adolescents need (and want) to know<br />

and when they need to know it, with respect<br />

to the sequence of events <strong>in</strong> their lives and the<br />

cultures of which they are a part, would help to<br />

determ<strong>in</strong>e the “age appropriateness” and content<br />

of <strong>in</strong>terventions <strong>in</strong> different communities<br />

(World Health Organization, 2011b).<br />

2 Invest strategically <strong>in</strong><br />

adolescent girls’ education<br />

Prelim<strong>in</strong>ary f<strong>in</strong>d<strong>in</strong>gs from a new global review<br />

of countries’ progress <strong>in</strong> implement<strong>in</strong>g the<br />

ICPD Programme of Action show that higher<br />

literacy rates for girls ages 15 to 19 are associated<br />

with significantly lower adolescent<br />

birth rates (UNFPA, 2013e). Education of all<br />

children is a right <strong>in</strong> itself and <strong>in</strong>creases their<br />

capacity to participate socially, economically<br />

and politically <strong>in</strong> their communities’ affairs.<br />

When a girl stays <strong>in</strong> school and gets an education,<br />

especially dur<strong>in</strong>g adolescence, she is<br />

more likely to avoid child marriage and delay<br />

childbear<strong>in</strong>g. Of the 176 countries and seven<br />

territories surveyed, 82 per cent <strong>in</strong>dicated commitment<br />

to ensur<strong>in</strong>g equal access of girls to<br />

education at all levels, and about 81 per cent<br />

<strong>in</strong>dicated commitment to keep<strong>in</strong>g more girls<br />

and adolescents <strong>in</strong> secondary school. While<br />

the commitment is widespread, much more<br />

must be done to reach all girls. The survey<br />

also found that adolescent birth rates are lower<br />

<strong>in</strong> higher-<strong>in</strong>come groups, but <strong>in</strong> all <strong>in</strong>come<br />

groups, higher literacy among young women is<br />

associated with significantly lower adolescent<br />

birth rates. Invest<strong>in</strong>g <strong>in</strong> girls’ education is also<br />

associated with the overall empowerment of<br />

girls, enhances their status <strong>in</strong> their communities,<br />

improves their health and <strong>in</strong>creases their<br />

barga<strong>in</strong><strong>in</strong>g power <strong>in</strong> marriages.<br />

Specific actions to make it easier for girls to<br />

enrol <strong>in</strong> and rema<strong>in</strong> <strong>in</strong> school longer <strong>in</strong>clude:<br />

waiv<strong>in</strong>g school fees; provid<strong>in</strong>g free uniforms,<br />

text books and supplies; offer<strong>in</strong>g free meals;<br />

award<strong>in</strong>g scholarships to girls from low-<strong>in</strong>come<br />

families; us<strong>in</strong>g conditional cash transfers to get<br />

girls <strong>in</strong> school, stay <strong>in</strong> school and do better <strong>in</strong><br />

school; recruit<strong>in</strong>g and reta<strong>in</strong><strong>in</strong>g female teachers;<br />
