down economic barriers to access education<br />
by, for example, waiv<strong>in</strong>g fees for girls from<br />
poorer households. It may also require mitigat<strong>in</strong>g<br />
risks to girls’ health and safety by, for example,<br />
adequately protect<strong>in</strong>g girls from sexual abuse or<br />
violence <strong>in</strong> school and on their way to and from<br />
school, and provid<strong>in</strong>g a culturally sensitive<br />
school environment.<br />

pregnant at 15. At first I didn’t even know<br />
how to take care of a newborn. I had to<br />

Age-appropriate, comprehensive sexuality<br />
education<br />
Few young people receive adequate preparation<br />
for their sexual and reproductive lives.<br />
This leaves them potentially vulnerable to<br />
coercion, abuse and exploitation, un<strong>in</strong>tended<br />
pregnancy and sexually transmitted <strong>in</strong>fections,<br />
<strong>in</strong>clud<strong>in</strong>g HIV. Many young people approach<br />
adulthood faced with conflict<strong>in</strong>g and <strong>in</strong>accurate<br />
<strong>in</strong>formation and messages about sexuality. This<br />
is often exacerbated by embarrassment, silence<br />
and disapproval of open discussion of sexual<br />
matters by adults, <strong>in</strong>clud<strong>in</strong>g parents and<br />
teachers, at a time when it is most needed.<br />
In many <strong>in</strong>stances, adolescents have <strong>in</strong>accurate<br />
or <strong>in</strong>complete <strong>in</strong>formation about<br />
sexuality, reproduction and contraception<br />
(Presler-Marshall and Jones, 2012). A study <strong>in</strong><br />
Uganda, for example, found that one <strong>in</strong> three<br />
adolescent males and one <strong>in</strong> two females did<br />
not know that condoms should be<br />
used only once (Presler-Marshall<br />
and Jones, 2012; Bankole et al.,<br />
2007). A study <strong>in</strong> Central America<br />
found that one <strong>in</strong> three adolescents<br />
did not know a pregnancy could<br />
occur the first time a girl had sex<br />
(Presler-Marshall and Jones, 2012;<br />
Remez et al., 2008). And a study<br />
<strong>in</strong> one area <strong>in</strong> Ethiopia showed<br />
that although nearly all adolescents<br />
knew that unprotected sex<br />
could result <strong>in</strong> HIV <strong>in</strong>fection,<br />
less than half realized it could<br />
also result <strong>in</strong> pregnancy (Presler-<br />
Marshall and Jones, 2012; Beta<br />
Development Consult<strong>in</strong>g, 2012).<br />
Comprehensive sexuality education is an<br />
age-appropriate, culturally relevant approach<br />
to teach<strong>in</strong>g about sexuality and relationships<br />
by provid<strong>in</strong>g scientifically accurate, realistic,<br />
non-judgmental <strong>in</strong>formation. Sexuality<br />
education provides opportunities to explore<br />
one’s own values and attitudes and to build<br />
decision-mak<strong>in</strong>g, communication and riskreduction<br />
skills.<br />
The Programme of Action of the ICPD<br />
recognized that provid<strong>in</strong>g adolescents with<br />
<strong>in</strong>formation is the first step towards reduc<strong>in</strong>g<br />
adolescent pregnancies and unsafe abortions<br />
and empower<strong>in</strong>g adolescents to make<br />
