A study cover<strong>in</strong>g four African countries shows<br />
that adolescents generally welcome sexuality education<br />
<strong>in</strong> schools. The majority of the girls and<br />
boys surveyed also said that sexuality education<br />
<strong>in</strong> schools did not encourage them to have sex<br />
(Bankole and Malarcher, 2010).<br />
For girls and boys to benefit from a schoolbased<br />
sexuality-education curriculum, they of<br />
course need to be <strong>in</strong> school. In some countries,<br />
two-thirds of the girls between the ages of 12<br />
and 14 are not <strong>in</strong> school. That means that<br />
school-based sexuality education misses the<br />
majority of that cohort (Biddlecom, et al.,<br />
2007) and underscores a need to reach those<br />
who are not <strong>in</strong> school.<br />
In countries where large numbers of young<br />
people are not enrolled <strong>in</strong> secondary school,<br />
sexuality education programmes and those aimed<br />
at reduc<strong>in</strong>g the <strong>in</strong>cidence of sexually transmitted<br />
<strong>in</strong>fections can also be implemented <strong>in</strong> cl<strong>in</strong>ics,<br />
through radio programmes, and <strong>in</strong> community<br />
sett<strong>in</strong>gs that attract young people.<br />
But the availability of comprehensive sexuality<br />
education alone does not guarantee impact.<br />
Quality, tone, content and delivery are also<br />
important. Teachers who feel awkward with the<br />
subject matter or who are judgmental about<br />
adolescent sexuality may impart <strong>in</strong>formation<br />
that is <strong>in</strong>accurate, confus<strong>in</strong>g or <strong>in</strong>complete.<br />
Comprehensive sexuality education that is offered<br />
to boys and girls <strong>in</strong> the same classroom may<br />
result <strong>in</strong> low attendance by girls <strong>in</strong> some sett<strong>in</strong>gs<br />
(Pattman and Chege, 2003; Presler-Marshall<br />
and Jones, 2012).<br />
The Children’s Rights Committee has also<br />
noted that “consistent with their obligations to<br />
ensure the right to life, survival and development<br />
of the child (article 6), States parties [to the<br />
Convention on the Rights of the Child] must<br />
ensure that children have the ability to acquire<br />
the knowledge and skills to protect themselves<br />
and others as they beg<strong>in</strong> to express their sexuality”<br />
(Committee on the Rights of the Child,<br />
2003a).<br />
International human rights bodies have noted<br />
that the rights to health, life, non-discrim<strong>in</strong>ation,<br />
<strong>in</strong>formation and education require States<br />
to both remove barriers to adolescent access to<br />
sexual and reproductive health <strong>in</strong>formation and<br />
to provide comprehensive and accurate sexuality<br />
education, both <strong>in</strong> and out of schools. Treatymonitor<strong>in</strong>g<br />
bodies have also recommended<br />
