Orange County Coastal Regional Sediment Management Plan<br />

The Plan<br />

The resulting Plan, which is specific to Orange County beaches <strong>and</strong> shorelines, includes an<br />

array <strong>of</strong> potential projects with implementation priorities that are useful to stakeholders. This<br />

Plan is technically, economically, <strong>and</strong> environmentally feasible, includes recommendations for<br />

financial viability, includes suggestions for possible governance approaches, <strong>and</strong> includes<br />

recommendations on steps for Plan implementation.<br />

The Plan activities, listed in Table ES.1, were prioritized based on a combination <strong>of</strong> stakeholder<br />

interests, perceived needs, recreational benefits, shore protection benefits, funding availability,<br />

costs, habitat impacts, regulatory requirements, <strong>and</strong> permitability. Plan activities were<br />

separated into type as follows: plan performance activities designed to improve performance <strong>of</strong><br />

the Plan; construction projects that can be built <strong>and</strong> support coastal RSM; <strong>and</strong> governance <strong>and</strong><br />

regulation activities to provide the governance structure <strong>and</strong> improve government regulation to<br />

facilitate Plan implementation. Almost all <strong>of</strong> the Plan activities can begin immediately, some are<br />

ongoing, some would have completion dates, some would be continuous, <strong>and</strong> some would be<br />

recurring without end. Plan activities are listed in Table ES.1 <strong>and</strong> discussed in detail in Chapter<br />

4 <strong>of</strong> this report.<br />
