Orange County Coastal Regional Sediment Management Plan<br />

a single <strong>and</strong> clear administrative voice hinders the County’s ability to effectively respond to short<br />

term <strong>and</strong> long range planning issues.<br />

This activity would be to either empower existing staff or create a new position within the County<br />

<strong>of</strong> Orange to be dedicated to short term <strong>and</strong> long range coastal RSM issues that are relevant to<br />

implementation <strong>of</strong> the Plan. The position would be responsible for collaboration with local, state,<br />

<strong>and</strong> federal resource <strong>and</strong> regulatory agencies as well as stakeholders to address funding needs,<br />

activity implementation, Plan implementation, <strong>and</strong> long term coastal RSM strategy <strong>and</strong> planning.<br />

4.4 San Clemente Shoreline Project<br />

This activity would be to support progress <strong>of</strong> the San Clemente Shoreline Project. The City <strong>of</strong><br />

San Clemente <strong>and</strong> USACE have entered into a cost sharing agreement <strong>and</strong> a feasibility study<br />

<strong>and</strong> EIS for the project is available (Chambers Group, Inc., 2011). The purpose <strong>of</strong> the project is<br />

to provide the most technically feasible <strong>and</strong> economically beneficial plan for reducing shoreline<br />

erosion <strong>and</strong> protecting coastal infrastructure from storm-induced wave attack along the San<br />

Clemente, <strong>California</strong> shoreline. A Chief <strong>of</strong> Engineers report was issued in April 2012 <strong>and</strong> has<br />

been finalized by the Secretary <strong>of</strong> the Army <strong>and</strong> transmitted to Congress.<br />

Supporting this project could involve developing partnerships with other adjoining jurisdictions to<br />

leverage funding <strong>and</strong> would likely require continued funding <strong>of</strong> local portions <strong>of</strong> the project cost.<br />

Additionally, local jurisdictions can add this issue to their legislative platform, submit letters <strong>of</strong><br />

support to grantees, assist lobbying state <strong>and</strong> federal sources, write letters to lobby DBAW, <strong>and</strong><br />

continue to inform the public <strong>of</strong> their role in the project.<br />

4.5 Dana Point Harbor Dredging <strong>and</strong> Nearby Nourishment<br />

This activity would be to support <strong>and</strong> encourage the ongoing beneficial beach nourishment<br />

resulting from maintenance dredging at Dana Point Harbor. The County <strong>of</strong> Orange <strong>and</strong> Dana<br />

Point Harbor <strong>Department</strong> recently completed maintenance dredging <strong>of</strong> less than 114,000 yd 3 <strong>of</strong><br />

material from Dana Point Harbor with beach nourishment <strong>of</strong> approximately 9,500 yd 3 at Baby<br />

Beach <strong>and</strong> 48,000 yd 3 at Capistrano County Beach (USACE, 2007b; CCC, 2007; USACE,<br />

2008). The remaining dredged material was disposed at the LA-3 ODMDS. The historical<br />

average dredging rate within Dana Point Harbor is 48,000 yd 3 per project executed every nine<br />

years (M<strong>of</strong>fatt & Nichol, 2009b) <strong>and</strong> the previous project in 2000 also nourished Baby Beach<br />

<strong>and</strong> Capistrano County Beach. In addition to Baby Beach <strong>and</strong> Capistrano County Beach,<br />

nourishment at Doheny State Beach may be desirable to <strong>of</strong>fset beach narrowing at this location.<br />

It is safe to assume that Dana Point Harbor will continue to require maintenance dredging in the<br />

future <strong>and</strong> beneficial use <strong>of</strong> this material is an integral component <strong>of</strong> coastal RSM. In addition to<br />

widening Capistrano County Beach, the nourishment at this location serves as a feeder beach<br />

to the BECA at San Clemente City Beach. Placing suitable dredged material on nearby<br />
