Orange County Coastal Regional Sediment Management Plan<br />

S<strong>and</strong>y beach <strong>and</strong> subtidal s<strong>of</strong>t-bottom are the primary habitats within one mile <strong>of</strong> the receiver<br />

site near Newport Beach Pier. Grunion has the potential to spawn at the beach between March<br />

<strong>and</strong> August depending on habitat suitability. The area is identified as potential overwintering<br />

habitat for snowy plover, which have been observed downcoast during 2004-2010 winter<br />

surveys at Balboa Beach (USFWS, 2007b <strong>and</strong> 2010). Designated critical habitat for snowy<br />

plover occurs at Balboa Beach (USFWS, 2011).<br />

S<strong>and</strong>y beach <strong>and</strong> subtidal s<strong>of</strong>t-bottom occur at receiver <strong>and</strong> sediment source locations within<br />

Newport Harbor <strong>and</strong> Upper Newport Bay. However, a primary habitat consideration for<br />

dredging <strong>and</strong> discharge <strong>of</strong> sediments at many <strong>of</strong> the sites within the bay is proximity to eelgrass.<br />

Eelgrass occurs within <strong>and</strong> along the shorelines <strong>of</strong> the entrance channel, Balboa Marina<br />

Channel, east Balboa Peninsula, east side <strong>of</strong> Bay Isle, along the perimeter <strong>of</strong> Balboa Isl<strong>and</strong>,<br />

Harbor Isl<strong>and</strong>, Collins Isle, Linda Isle, Balboa North Channel, Bayshores, <strong>and</strong> along the Corona<br />

Del Mar shoreline bend in lower Newport Bay (CRM, 2009). Eelgrass was not mapped in 2006-<br />

2008 in the western part <strong>of</strong> the bay near Lido Isle, north within the Newport Dunes Aquatic Park,<br />

or in the vicinity <strong>of</strong> North Star Beach. At the time <strong>of</strong> this report, the Orange County Coastkeeper<br />

is conducting an an eelgrass restoration project at De Anza peninsula.<br />

Another sensitive resource consideration <strong>of</strong> Newport Harbor <strong>and</strong> Upper Newport Bay sites is<br />

proximity to least tern colonies during the breeding season, April to September. Least terns<br />

have the potential to forage in the vicinity <strong>of</strong> sediment sources <strong>and</strong> receiver sites; however,<br />

nesting isl<strong>and</strong>s in Upper Newport Bay are located more than two miles from most receiver <strong>and</strong><br />

sediment sources. An exception includes North Star Beach, which is located within two miles,<br />

but more than 1.5 miles from nesting sites. The Upper Newport Beach sediment source<br />

location is close (
