development <strong>and</strong> is seeking input from the stakeholders.<br />

Heather S. presented the big picture via a MS PowerPoint presentation.<br />

• Not intended to be USACE or <strong>California</strong> State plan. This is Orange Co.’s plan. Just<br />

beginning other plans: LA Co., outer SF Bay, Humboldt, <strong>and</strong> Northern Monterrey Bay.<br />
