Parking Revenues<br />

Table 3.16 presents parking revenues for the City <strong>of</strong> San Clemente from 2008 through 2010.<br />

Overall, San Clemente raised between $1.5 <strong>and</strong> $1.6 million per year in parking revenues. King<br />

(2001a) estimated that 85 percent <strong>of</strong> the meter fees <strong>and</strong> 65 percent (roughly 75 percent overall)<br />

<strong>of</strong> the fines are directly related to beach tourism. Increasing parking fees, at least to nonresidents,<br />

would also be a way to reduce the “free rider effect” <strong>of</strong> day-trippers who come to San<br />

Clemente’s beaches but spend little money to support the infrastructure. The City raised its<br />

parking fees in 2010 by 50% (from $1 per hour to $1.50 per hour, so it is likely that these<br />

revenue projections will be significantly higher going forward.<br />

Table 3.17 shows the revenue that could be raised if the City <strong>of</strong> San Clemente charged for what<br />

is currently free street parking. This estimate assumes that these meters would net $1000 per<br />

year in revenue (parking fees <strong>and</strong> fines net <strong>of</strong> costs). In such a scenario, San Clemente could<br />

raise an additional $702,210 per year. It should be noted that some <strong>of</strong> the parking spots<br />

detailed in Table 3.22 are used by people attending Trestles, <strong>and</strong> those generally do not utilize<br />

San Clemente City services.<br />

Orange County, the sales tax rate is 6.25 percent, which is low compared to many other cities in<br />
