Orange County Coastal Regional Sediment Management Plan<br />

1.2 Objectives<br />

The objectives <strong>of</strong> this project are presented below:<br />

• Obtain <strong>and</strong> compile existing data <strong>and</strong> information that may be relevant to the project,<br />

including plans, reports, <strong>California</strong> Environmental Quality Act (CEQA) <strong>and</strong> National<br />

Environmental Protection Act (NEPA) documents, spatial data <strong>and</strong> other information.<br />

• Engage stakeholders to obtain input, data, information, <strong>and</strong> plan formulation ideas; keep<br />

the stakeholders informed on the project progress; <strong>and</strong> seek input from them on the draft<br />

Plan. Stakeholders include local <strong>and</strong> regional agencies, non government organizations,<br />

elected <strong>of</strong>ficials, the scientific community, <strong>and</strong> various groups within the U.S. Army<br />

Corps <strong>of</strong> Engineers (USACE), <strong>California</strong> Coastal Sediment Management Workgroup<br />

(CSMW) <strong>and</strong> the County <strong>of</strong> Orange.<br />

• Identify key opportunities <strong>and</strong> constraints <strong>of</strong> RSM projects in Orange County such as:<br />

o<br />

o<br />

o<br />

o<br />

o<br />

o<br />

o<br />

o<br />

o<br />

Areas <strong>of</strong> critical erosion <strong>and</strong> sediment deficit;<br />

Potential nearshore disposal sites;<br />

Potential sediment sources;<br />

S<strong>and</strong> retention structure opportunities;<br />

Economic feasibility;<br />

Potential funding streams;<br />

Potential beneficial use <strong>of</strong> sediment opportunities;<br />

Critical <strong>and</strong> sensitive habitat areas; <strong>and</strong><br />

Permitting requirements.<br />

• Develop a Plan that is:<br />

o<br />

o<br />

o<br />

Specific to Orange County beaches <strong>and</strong> shoreline;<br />

Includes an array <strong>of</strong> potential projects with implementation priorities;<br />

Useful to stakeholders<br />

• Technically, economically, politically <strong>and</strong> environmentally feasible;<br />

• Includes recommendations for financial viability;<br />

• Includes recommendation to implement the Plan; <strong>and</strong><br />

• Includes suggestions for possible governance approaches.<br />

1.3 Relationship to Other Plans<br />

The Plan is one component <strong>of</strong> a larger group <strong>of</strong> national <strong>and</strong> state RSM programs <strong>and</strong> plans<br />

<strong>and</strong> is supported by other master plans <strong>and</strong> management plans as described below.<br />
