Orange County Coastal Regional Sediment Management Plan<br />
Canyon Regional Park Master Plan (U.S. Army Engineer, 1974a & 1974b); Prado Basin Master<br />
Plan <strong>and</strong> Environmental Impact Statement – Draft (P & D Technologies, Inc., 2005); Recreation<br />
Master Plan for Cucamonga Creek <strong>and</strong> Tributaries (U.S. Army Engineer, no date); Central<br />
Orange County Integrated Regional <strong>and</strong> Coastal Water Management Plan (City <strong>of</strong> Newport<br />
Beach, 2009); <strong>and</strong> the Aliso Creek Watershed Management Study Orange County, <strong>California</strong><br />
(USACE, 2002a). The Final S<strong>and</strong> Compatibility <strong>and</strong> Opportunistic Use Program Plan (M<strong>of</strong>fatt &<br />
Nichol, 2006) plays an important role in development <strong>of</strong> the Plan as well.<br />
1.4 Developing the Plan<br />
The process to develop the Plan began with collection <strong>of</strong> reports <strong>and</strong> data. This information<br />
was then coalesced into a presentable form for presentation to the stakeholders, who provided<br />
input to fill knowledge gaps <strong>and</strong> provide preliminary suggestions for Plan activities. Stakeholder<br />
meeting minutes are available in Appendix A. The project team then incorporated this<br />
stakeholder information into the knowledge base which was submitted to the CSMW. The GIS<br />
data from this knowledge base is being made available in a spatial data website at<br />
http://coastalsediment.resources.ca.gov/. The project team compiled a preliminary list <strong>of</strong> Plan<br />
activities <strong>and</strong> presented this to the stakeholders, who commented on the list <strong>and</strong> suggested<br />
additional Plan activities. The presentation materials are published on the Orange County page<br />
within the CSMW website at http://www.dbw.ca.gov/csmw/crsmp_oc.aspx.<br />
The Plan described in this report follows a pyramid <strong>of</strong> knowledge as illustrated in Figure 1.4.<br />
The foundation <strong>of</strong> this pyramid is discussed in Chapter 2 <strong>of</strong> this report, entitled Underst<strong>and</strong>ing<br />
the Orange County Coast. It describes basic terms <strong>and</strong> concepts needed to discuss coastal<br />
RSM in Orange County. The second layer, which is discussed in Chapter 3, contains Plan<br />
elements that represent projects, programs, <strong>and</strong> regulation recommendations. The top layer in<br />
this pyramid contains the recommended Plan activities as described in Chapter 4 <strong>of</strong> this report.<br />
