2.4.4 Parking <strong>and</strong> Access <strong>of</strong> Beaches in Orange County<br />

The <strong>California</strong> Coastal Act m<strong>and</strong>ates that all <strong>of</strong> <strong>California</strong>’s beaches should be accessible to the<br />

general public <strong>and</strong> not just those who own property on the beach. Parking capacity is an<br />

important factor at many beaches since it limits access <strong>and</strong> <strong>of</strong>ten determines the maximum<br />

capacity for beach use, especially on crowded weekends in the summer. Consequently it is<br />

useful to know what the parking capacity is for each beach. Most large beaches have <strong>of</strong>ficial<br />

parking lots next to the beach that typically charge by the hour, day or season. Metered parking<br />

on the street near the beach is also prevalent in many beach towns such as Huntington City<br />

Beach <strong>and</strong> West Newport Beach.<br />

Table 2.7 provides data for parking <strong>and</strong> access at Orange County’s beaches. Data were<br />

collected for this study as detailed in Appendix E. The second column in Table 2.7 rates access<br />

on a scale <strong>of</strong> 1 to 4, with 1 being poor <strong>and</strong> 4 being very good. To earn a rating <strong>of</strong> 4 a beach<br />

must be close to the major roads, have adequate parking near the beach <strong>and</strong> have good mass<br />

transit opportunities. Only Huntington City <strong>and</strong> State Beaches <strong>and</strong> San Clemente City Beach<br />

were rated with a 4. San Clemente City beach has a train stop. Many otherwise very popular<br />

beaches had good access earning a 3. Beaches earning a 2 such as Cottons <strong>and</strong> China Cove<br />

required significantly more effort to get to. A number <strong>of</strong> beaches rated a 1 particularly the many<br />

coves in Laguna where parking is very restricted <strong>and</strong> beaches inside Newport Harbor, most <strong>of</strong><br />

which are quite small <strong>and</strong> have restricted access.<br />

Table 2.7 also provides the number <strong>of</strong> <strong>of</strong>ficial parking spots, parking fees, metered street<br />

parking, <strong>and</strong> free parking available. The average percentage <strong>of</strong> street parking available to<br />

beach visitors was estimated as part <strong>of</strong> this report. Normally, beach visitors must compete with<br />

other drivers for parking.<br />
