# 50, Irvine Cove: Irvine Cove is a private gated community in North Laguna Beach, just south<br />

<strong>of</strong> Crystal Cove State Park. There is no direct public beach access <strong>and</strong> thus the beach is<br />

mainly used by community members <strong>and</strong> their guests. The southern cove is wider <strong>and</strong> contains<br />

a restroom <strong>and</strong> shower facility, seasonal lifeguards, volleyball nets, <strong>and</strong> a playground. The<br />

waves are calm <strong>and</strong> swimming, snorkeling, kayaking, <strong>and</strong> other calm-water uses prevail. There<br />

is a tunnel through the headl<strong>and</strong> that connects the two through which pedestrians can pass<br />

during low tides.<br />

# 51, Emerald Bay: Emerald Bay is a private gated community in North Laguna Beach located<br />

at the intersection <strong>of</strong> Highway 1 <strong>and</strong> Emerald Point Drive. The community <strong>of</strong>fers no public<br />

beach access <strong>and</strong> the beach consists <strong>of</strong> a wide s<strong>and</strong>y cove with lifeguards, picnic areas, fire<br />

pits, volleyball courts, <strong>and</strong> bathroom <strong>and</strong> shower facilities. There is also a tennis court just <strong>of</strong>f <strong>of</strong><br />

the beach. This beach is very popular year-round with the residents <strong>of</strong> Emerald Bay <strong>and</strong> their<br />

guests.<br />

# 52, Crescent Bay: Crescent Bay is a small s<strong>and</strong>y cove located <strong>of</strong>f <strong>of</strong> Cliff Drive in North<br />

Laguna Beach that is popular with locals year-round. Amenities include restrooms, showers,<br />

<strong>and</strong> seasonal lifeguards. There is a s<strong>and</strong>y shore break that attracts bodyboarders <strong>and</strong><br />

skimboarders. Past the shore break is a deep cove suitable for swimming or diving. Atop the<br />

northern headl<strong>and</strong> is a grassy park with views <strong>of</strong> the Pacific <strong>and</strong> the coves to the north <strong>and</strong><br />

south. There are two public access points at Circle Way <strong>and</strong> Barranca Street, <strong>and</strong> numerous<br />

private pathways <strong>and</strong> stairways that lead to the beach. Parking is limited to the residential area.<br />

Beach users are mostly locals <strong>and</strong> a few scattered tourists who w<strong>and</strong>er down from the Crescent<br />

Bay Inn.<br />

#53, Shaw’s Cove: The next beach south <strong>of</strong> Crescent Bay is Shaw’s Cove, accessible via a<br />

stairway <strong>of</strong>f <strong>of</strong> Cliff Drive. The cove <strong>and</strong> beach here are smaller than at Crescent Bay <strong>and</strong> there<br />

are no amenities. The width <strong>of</strong> the beach depends heavily on the tide <strong>and</strong> fishing <strong>and</strong><br />

snorkeling/diving are the main uses. Parking is limited to the surrounding residential area. This<br />

beach is used mostly by local residents.<br />

# 54, Fisherman’s Cove: Fisherman’s Cove is the smallest <strong>of</strong> the North Laguna cove beaches.<br />

It is accessible via a narrow stairway <strong>of</strong>f <strong>of</strong> Cliff Drive, 300 feet northwest <strong>of</strong> Diver’s Cove.<br />

There are no amenities here <strong>and</strong> during significant high tides the beach becomes submerged.<br />

Fisherman’s Cove is primarily used for diving, snorkeling, <strong>and</strong> fishing by local residents.<br />

# 55, Diver’s Cove/Picnic Beach/Rockpile/Heisler Park: South <strong>of</strong> Cliff Drive, overlooking the<br />

ocean is Heisler Park. The park sits atop the bluff <strong>and</strong> provides access to Diver’s Cove, Picnic<br />

Beach, <strong>and</strong> Rockpile. These three beaches all have narrow s<strong>and</strong>y banks <strong>and</strong> rocky shorelines.<br />

A seasonal lifeguard monitors Diver’s Cove <strong>and</strong> Picnic Beach in the summertime <strong>and</strong> additional<br />

amenities are provided atop the bluff in Heisler Park. On the east <strong>and</strong> west sides <strong>of</strong> Cliff Drive<br />

are around 200 metered parking spots. In the park there are also two bathroom <strong>and</strong> shower<br />

facilities, numerous picnic areas, <strong>and</strong> a shuffleboard <strong>and</strong> lawn bowling court. At the north<br />
