Conclusions<br />

While some beaches in Orange County are wide <strong>and</strong> healthy, there are many that have chronic<br />

erosion problems <strong>and</strong> even some <strong>of</strong> the wide beaches are dependent on ongoing nourishment<br />

activities. The Plan outlined in the current report addresses coastal maintenance needs through<br />

a multi-pronged approach ranging across geographic regions <strong>and</strong> utilizing many possible<br />

methods.<br />

Some <strong>of</strong> the Plan activities can be carried out through existing institutions <strong>and</strong> do not require<br />

development <strong>of</strong> a joint powers authority (JPA). Other Plan activities, such as development <strong>of</strong> a<br />

SCOUP for Newport Harbor may be carried out by local agencies. Beyond these small or<br />

ongoing projects, an organized effort would likely be required to fully implement the Plan.<br />

The first steps to fully implement the Plan are public outreach <strong>and</strong> education. This would be<br />

directed towards pr<strong>of</strong>essionals <strong>and</strong> decision makers informing them what the Plan is <strong>and</strong> how it<br />

should be carried out. From there, collaborative discussions between local agencies would be<br />

required before a JPA could be modified or formed. This JPA would have the task <strong>of</strong><br />

implementing <strong>and</strong> updating the Plan over the next 50 years. Many <strong>of</strong> the Plan activities can be<br />

carried out separately through various agencies <strong>and</strong> agendas, however dedicated staff or an<br />

agency would have a greater ability to implement the Plan through the many obstacles. The<br />

Plan describes <strong>and</strong> recommends an assortment <strong>of</strong> activities that should be carried out to fully<br />

embrace <strong>and</strong> implement coastal RSM in Orange County.<br />
