Orange County Coastal Regional Sediment Management Plan<br />

Biological Impacts Assessment report. Recommended caution when dealing with fine material<br />

impact on submerged reefs.<br />

Jerry K. suggested using the sediment impoundment fee to remove arondo donax in an effort to<br />

free up trapped sediment in open streams.<br />

Carla N. suggested that the plan could add pressure to remove dams.<br />

David W. requested that the plan assist in streamlining the coastal permitting for maintenance<br />

activities. He requested ways to import more coarse material (e.g., river s<strong>and</strong>) into Newport Bay<br />

beaches so the placed material stays on the beaches longer.<br />

Chris M. explained that Regional General Permit 54 (USACE <strong>and</strong> CCC) allows for dredging <strong>and</strong><br />

beach nourishment activities within the harbor; however, it must be renewed every five years at<br />

great expense <strong>and</strong> effort. He requested a way to streamline the permitting process that<br />

included all agencies <strong>and</strong> takes into account the fact that much <strong>of</strong> effort is maintenance so it<br />

should be covered under an exemption in the Coastal Act. He also noted that since the catch<br />

basins are effective at trapping coarse s<strong>and</strong>, most <strong>of</strong> the material that settles in the Newport Bay<br />

is fine grained.<br />

Richard G. suggested implementing a s<strong>and</strong> mining fee in addition to the s<strong>and</strong> impoundment fee.<br />

Add s<strong>and</strong> <strong>and</strong> gravel mining locations to source map. Can potentially use s<strong>and</strong> impoundment<br />

fee to pay for downstream erosion in addition to beach nourishment.<br />

Daniel A. suggested reviewing the South County Hydromodification Management Plan to<br />

coordinate erosion knowledge.<br />

David P. suggested adding Doheny to receiver sites list since it was recently nourished. Also, it<br />

would be useful to perform better monitoring to determine the benefits <strong>of</strong> these nourishment<br />

projects. He would like to know if these types <strong>of</strong> projects are worth the cost.<br />

Richard G. suggested more monitoring would be worthwhile to determine the success <strong>of</strong> any<br />

project. Suggested additional methods for determining project cost sharing even for projects<br />

that do not involve USACE. Important to identify stockpiling locations on GIS map.<br />

Carla N. would like to see high priority on monitoring <strong>of</strong> projects.<br />

Richard G. would like to see greater access to database <strong>of</strong> coastal information as part <strong>of</strong> the<br />

plan. Recommended monitoring <strong>and</strong> updating <strong>of</strong> the Management Plan to make it a living<br />

document.<br />

All agreed to allow one month after release <strong>of</strong> the draft plan prior to holding the next meeting.<br />

This should allow sufficient time for parties to review.<br />
