to receive a fixed amount of €4,000<br />

for each person resettled from within<br />

specific ‘vulnerable’ groups and from<br />

Regional Protection Programme (RPP)<br />

regions. 50 The ‘vulnerable groups’ were<br />

expanded from those listed under Article<br />

13(3) of the 2007 ERF Council Decision, 51<br />

to include ‘survivors of violence and<br />

torture’ and ‘persons in need of emergency<br />

and urgent resettlement for legal<br />

and/or physical protection needs’. 52<br />

Countries resettling refugees matching<br />

any of the following common EU priorities<br />

in 2013 also receive the lump sum<br />

of €4,000 per person: 53<br />

• Congolese refugees in the Great<br />

Lakes Region (Burundi, Malawi,<br />

Rwanda and Zambia).<br />

• Refugees from Iraq in Turkey, Syria,<br />

Lebanon and Jordan.<br />

• Afghan refugees in Turkey, Pakistan<br />

and Iran.<br />

• Somali refugees in Ethiopia.<br />

• Burmese refugees in Bangladesh,<br />

Malaysia and Thailand.<br />

• Eritrean refugees in Eastern Sudan.<br />

Adding to the complexity of the financial<br />

system, new countries engaging in<br />

resettlement will receive higher lump<br />

sum payments per person, as follows:<br />

• €6,000 per resettled person for<br />

Member States that are receiving<br />

the lump sum from the ERF for the<br />

first time. For 2013 only Belgium<br />

will receive this level of lump sum<br />

payment. 54<br />

• €5,000 per resettled person for<br />

countries that have received EU<br />

financial support for resettlement<br />

activities on one previous occasion.<br />
