4. MECHANISMS FOR<br />

GLOBAL RESETTLEMENT<br />

PLANNING<br />

In late 2000, UNHCR launched the<br />

Global Consultations on International<br />

Protection. 11 The initiative aimed to<br />

engage states and non-governmental<br />

organisations (NGOs) in a dialogue to<br />

determine how best to revitalise the<br />

existing international refugee protection<br />

regime. One outcome of this process was<br />

the Agenda for Protection, 12 a document<br />

adopted in 2002 that outlines tools and<br />

approaches for improving global refugee<br />

protection. Initiatives emerging from the<br />

Global Consultations included:<br />

• Convention Plus - an initiative providing<br />

tools to implement special<br />

agreements for the provision of<br />

comprehensive solutions for refugee<br />

situations.<br />

• The Multilateral Framework of<br />

Understandings on Resettlement<br />

- reached in the context of the<br />

Convention Plus initiative. While<br />

not legally binding, the framework<br />

is intended to strengthen the international<br />

refugee protection system<br />

through a more strategic use of<br />

resettlement that benefits a greater<br />

number of refugees. 13 Its purpose is<br />

to guide parties - UNHCR, first countries<br />

of asylum, resettlement countries,<br />

countries of origin and IOM - to<br />

reach situation-specific, multilateral<br />

agreements on comprehensive<br />

arrangements involving multilateral<br />

resettlement operations.<br />

Together, these initiatives created<br />

new impetus for resettlement and<br />

strengthened the concepts of a<br />
