Chapter V - Resettlement in Europe: Rising Slowly but Surely<br />
EASO objectives for 2013 in the area<br />
of resettlement are:<br />
• organising exchange of information<br />
and best practices on resettlement<br />
and on the implementation of<br />
Regional Protection Programmes<br />
(RPPs);<br />
• defining methodologies and tools<br />
for EASO support for the implementation<br />
of the Joint EU Resettlement<br />
Programme; and<br />
• organising one expert meeting on<br />
resettlement, engaging Member<br />
States, the European Commission,<br />
UNHCR, IOM and ‘other relevant<br />
partners’. 72<br />
9. RESETTLEMENT IN<br />
EUROPE BEYOND 2013<br />
9.1. Asylum & Migration Fund<br />
2014-20<br />
EU resettlement policy post-2013 is<br />
being negotiated within the framework<br />
of the proposed Asylum and Migration<br />
Fund (AMF) 2014-2020. 73<br />
In November 2011, the Commission<br />
issued a proposal for a regulation<br />
establishing the AMF for the period<br />
2014-2020. 74 The AMF brings together<br />

European funds related to asylum,<br />
migration, return, and the integration<br />
of third-country nationals, including<br />
the European Refugee Fund (ERF)<br />
and the European Integration Fund<br />
(EIF). Within the proposed AMF<br />
framework, 75 the aims of the EU<br />
resettlement programme are defined<br />
as:<br />
• providing durable solutions for<br />
an increased number of refugees<br />
by supporting their transfer from<br />
outside EU territory and their estatblishment<br />
in an EU Member State;<br />
and<br />
• maximising the strategic impact<br />
of resettlement through a better<br />
targeting of those persons who are<br />
in greatest need of resettlement<br />
on the basis of common EU resettlement<br />
priorities. 76<br />
In the Commission’s proposal, 77 funding<br />
would be allocated in two phases:<br />
