Chapter IV – The Resettlement Process: from Identification to Departure<br />
• The submission priority of the<br />
resettlement case. Some resettlement<br />
countries have allocated<br />
specific numbers (sub-quotas) of<br />
resettlement places for emergency<br />
or urgent cases and developed<br />
accelerated procedures for their<br />
departure.<br />
• Family links of the submitted<br />
refugee(s) in resettlement countries.<br />
• Special allocations within resettlement<br />
quotas by resettlement<br />
countries. Most resettlement countries<br />
allocate part or all of their<br />
resettlement places to specific<br />
refugee populations. Some also<br />
allocate quotas for specific submission<br />
categories such as women<br />
and girls at risk, children and adolescents<br />
at risk, and medical cases<br />
for example via the Twenty-or-More<br />
programme 17 .<br />
• Selection criteria and admission<br />
priorities of resettlement countries<br />
which may affect the likelihood<br />
of particular submissions being<br />
accepted for resettlement.<br />
• Health requirements of the<br />
refugee(s) and their family members<br />
and the availability of appropriate<br />
treatment in resettlement countries.<br />
• Language ability of the refugee(s)<br />
and their family members.<br />
• The refugee’s expressed preference<br />
for a particular resettlement country<br />

UNHCR field offices are responsible<br />
for selecting the resettlement country<br />
to which a case will be submitted.<br />
UNHCR’s Resettlement Service supports<br />
this process by providing information<br />
on resettlement countries’<br />
quota allocations and submission<br />
procedures.<br />
2.4. The resettlement<br />
submission<br />
A resettlement submission consists<br />
of the RRF, any supporting documentation<br />
and a covering memo or<br />
email from the UNHCR Accountable<br />
Officer for resettlement activities 19<br />
authorising the submission.<br />
Depending on the policy of the<br />
selected resettlement country, resettlement<br />
submissions are routed from<br />
field offices through UNHCR’s Regional<br />
Resettlement Hubs or Regional<br />
Offices, through the Processing Unit<br />
at UNHCR Headquarters or directly to<br />
resettlement countries.<br />
The Processing Unit of the<br />
Resettlement Service at UNHCR headquarters<br />
coordinates all resettlement<br />
submissions on a dossier basis that are<br />
designated as emergency or urgent,<br />
acting as a central liaison between<br />
