UNHCR’s capacity to process resettlement<br />

cases is limited. In 2012, UNHCR<br />

submitted 74,835 refugees for resettlement,<br />

a decrease of 18% from the<br />

91,843 submitted in 2011. 5 Submission<br />

levels declined primarily due to resource<br />

constraints, restrictive processing criteria<br />

and deteriorating security conditions<br />

in countries of asylum, which hampered<br />

access to refugee populations for<br />

resettlement processing. 6<br />

A gap between resettlement submissions<br />

and departures remains. Of the<br />

74,835 submitted for resettlement<br />

by UNHCR in 2012, 69,252 refugees<br />

departed to 26 countries of resettlement<br />

during the same year, 7 a 12% increase<br />

from the 61,649 departures in 2011. This<br />

increase can be explained by a number<br />

3. RESETTLEMENT<br />

A total of 28 countries, listed in the table<br />

below, are implementing or plan to<br />

implement a resettlement programme<br />

in cooperation with UNHCR in 2013-14.<br />

In 2012, approximately 90% of global<br />

resettlement places were offered by the<br />

United States (70,000), Canada 8 (7,100)<br />

and Australia (20,000); while the sixteen<br />

European resettlement countries<br />
