services to be carried out to ensure that services are meeting the demand and<br />

appropriate and help to achieve a more efficient and cost effective service<br />

Summary: Section 7.4 details Vehicle Specifications. P25 will “Provide flexibility<br />

in vehicle specifications for new or trial services in satellite and rural areas where<br />

necessary, to support the provision of service to the transport disadvantaged and<br />

meet the needs and funding ability of communities”. This is supported and it is<br />

hoped that this may, in the future, allow for additional off peak services to satellite<br />

communities utilising smaller mini bus vehicles which we believe would prove to<br />

be more cost effective. However, there is no policy in the Plan around the<br />

provision of vehicles or trailers which can accommodate high volumes of bulky<br />

luggage e.g. backpacks, surfboards. These are a major problem on the Hamilton<br />

/ Raglan service. The provision of a once daily off-peak service utilising minibus<br />

and trailer could alleviate this situation. We would like to see provision either in<br />

policy or under the Action statements that Council will investigate means of<br />

transporting these items even if this was on a “user pays” basis. E.g. Action<br />

Statement A52 states that “Council will investigate the feasibility of bikes on<br />

buses in the <strong>Waikato</strong> region.” This Action statement could be expanded to<br />

include the above or an additional Action statement could be drafted and<br />

incorporated into the Plan.<br />

Summary: We are aware that Council have raised the bar nationally in<br />

accessibility on the Orbiter and CBD shuttle services. We encourage Council to<br />

maintain their stance on the degree of accessibility provided by these services<br />

and extend them to all city routes.<br />

The core purpose of public transport is to provide access and mobility for people<br />

to essential services such as hospitals and work.<br />

And it needs to be noted the NZ Transport Agency has recently released<br />

‘Requirement for Urban Buses’ which specifies the standard for urban bus<br />

quality. All regional councils are required to adhere to these standards.<br />
