Submission summary<br />
NZNFS is supportive of this statement because it arguably recognizes the need<br />
for a demand-responsive public transport service to cater for annual large-scale<br />
events. It is accepted that outside of peak event periods, there will be insufficient<br />
demand to justify a conventional bus service to service MCEC. However, NZNFS<br />
is receptive to “other innovative approaches” (such as joint funding of an eventbased<br />
service) to meet this growing community need. This concept should be<br />
explored further by the Regional Council.<br />
Decision<br />
“Event centres like the Mystery Creek Events Centre and Claudelands Events<br />
Centre in Hamilton have the potential to hold large scale events. Collaboration<br />
with the events centres by providing services during events, in line with policy 15<br />
around cost responsibility, will help to reduce event congestion and help to<br />
promote public transport.”<br />
Provision of public transport services to events and the policies and actions<br />
around that are covered in Section 7.2.6 Special Events, of the WRPTP. Section<br />
6.4 Serving New Growth Areas is more specifically about growth areas in terms<br />
of residential or commercial development.<br />
Amend by adding in section 6.4 pg. 46<br />
“Introduction of…and developing residential areas as well as connections to new<br />
commercial activity areas is important…”<br />
Joint funding of event based service by Regional Council – P15 in the Draft<br />
WRPTP is the policy states the position on funding of public transport services to<br />
events.<br />
Amend by adding new action in 7.2.6:<br />
“Council may consider requests to provide some funding support to large scale,<br />
non-commercial events where the community benefits are recognised”<br />
Amend last paragraph section 7.2.6:<br />
“In some cases, For large scale, non-commercial events, the cost of additional<br />
service provision...”<br />
Amend by adding new sentence to last paragraph in section 7.2.6:<br />
“Large scale non-commercial events are defined as events with free entry and<br />
with numbers attending any one day of more than 20,000”<br />
