Summary: I submit that a working party be established to secure the Cambridge<br />
rail line reserve for future development and work with town planners of the<br />
council’s involved so that urban growth/expansion is zoned along this line.<br />
Explanation: There will be four employment zones which will be serviced from<br />
this future eastern urban expansion, the future Tainui employment zones: north<br />
of Ruakura, Ruakura, the university and the CBD. It is desirable that urban<br />
design is such that people live close to their work place. This cuts down on traffic<br />
congestion, cuts down on the time people require commuting to work and<br />
enhances people’s life style.<br />
The placement of the urban expansion along the rail corridor will give future<br />
councils the opportunity to develop an urban rail system at a point in time when<br />
the population raises to an economic mass and / or the road congestion is to an<br />
unacceptable level. It is important that this debate is not about the urban rail<br />
system but is about giving councils of the future the opportunity to develop a rail<br />
system. This rail system would have the potential to feed all four employment<br />
zones with the CBD opening up the underground station.<br />

Future Proof, the sub-regional growth strategy for Hamilton City Council, <strong>Waikato</strong><br />
District Council and Waipa District Council is the strategy that considers growth<br />
cells in the Future Proof area and where development should occur. This<br />
strategy has been adopted by partner councils and is in the process of being<br />
incorporated into District Plans.<br />
The proposal for passenger rail services has been identified as a key long term<br />
project and the Cambridge rail line is being retained for future use.<br />
<strong>Waikato</strong> Regional Council will continue to work with Hamilton City Council and<br />
Waipa District Council to ensure that passenger rail services between Cambridge<br />
and Hamilton are recognised in appropriate planning documents.<br />
