standard but rather as the name states, the common standard for the<br />
manufacture of buses.<br />
The benefits of adopting the 'Requirements for Urban Buses' specification are<br />
reduced tender and contract costs and greater opportunity for competition at time<br />
of tender. The NZTA 'Requirements for Urban Buses' document has recently<br />
been reviewed and is about to be re released.<br />
Relief sought;<br />
The NZTA seeks that the wording in section 7.4, and in particular action A46 be<br />
amended to reflect that the RUB is the specified standard for all new buses.<br />
Public Transport Operating Model:<br />
The Ministry of Transport is currently working with key stakeholders to develop<br />
the new Public Transport Operating Model (PTOM). Using a staged approach,<br />
the primary focus of the first project is on the Auckland and Wellington PT<br />
networks due to the complexity and need to improve the service provision<br />
arrangements. They are also the largest public transport markets with the<br />
highest numbers of registered commercial public transport services. The<br />
objective of PTOM is;<br />
• Grow the commerciality of public transport services and create incentives<br />
for services to become fully commercial.<br />
• Grow confidence that services are priced efficiently and there is access<br />
to public transport markets for competitors.<br />
It is expected that the broader PTOM principles will be implemented nationally.<br />
Accordingly, it is suggested that WRC investigates in the short to medium term<br />
how the PTOM framework could be delivered in the region.<br />
Decision<br />
“Currently a review of the Requirements for Urban Buses in New Zealand is being<br />
undertaken by the NZ Transport Agency, which may require regional councils to<br />
adhere to the specified standards. A new standard “Requirements for Urban<br />
Buses in New Zealand 2011” has been released by the NZ Transport Authority in<br />
September 2011. All regional councils that receive NZTA’s funding for bus<br />
services are required to adhere to these standards. The policies and actions in<br />
this section have therefore been based on the adoption of these requirements,<br />
Amend action A46 in section 7.4<br />
“Council will ensure that vehicles on used for contracted services meet the<br />
standards set in the “Requirements for Urban Buses in New Zealand”.<br />
PTOM –<br />
Add after third paragraph in section 7.7<br />
“As previously mentioned in chapter 4 of this plan, various projects are being<br />
undertaken by the central government that have the potential to impact the<br />
delivery of public transport services within the region. The Public Transport<br />
Operating Model (PTOM) is one such initiative where investigations are currently<br />
underway to develop a optimum framework for delivery of services which<br />
involves a high degree of collaboration with the operators. Council will need to<br />
take into account the outcome of this project once its findings are released and<br />
implementation rolled out by the NZ Transport Authority.”<br />
Add new action in section 7.7 page 65<br />
“Council will investigate the requirements for delivery of the PTOM framework in<br />
the <strong>Waikato</strong> region.”<br />
Relief sought;<br />
WRC includes in the RPTP an action which requires staff to investigate in the<br />
short to medium term how the PTOM framework could be delivered in the region.<br />
