Summary: User pay needs to be more of a focus. It is too slow to expect only<br />

40% recovery by 2017. City residents get the benefits, city residents should pay<br />

more of the subsidy i.e. many more options/occurrences in the city.<br />

Submitter: 30 Campaign for Better Transport<br />

Matter: PTP11-30.5<br />

Summary: The Draft Plan notes the intention of this Council along with other<br />

territorial authorities to lobby central government to allocated increased funding<br />

to public transport. The Campaign for Better Transport shares a common interest<br />

with the council on this matter.<br />

The farebox recovery policy seeks to achieve a reasonable balance between the<br />

user and non-user contribution to the costs of providing public transport services,<br />

and recognise the benefits of public transport to city residents, as users and<br />

ratepayers.<br />

<strong>Waikato</strong> Regional Council recognises it is vital to continue to invest in PT<br />

services and infrastructure to facilitate future growth in passenger transport and<br />

to encourage modal shift. The Council will continue to advocate to Government<br />

for more financial assistance for the provision of alternative transport modes<br />

including public transport services and walking and cycling as per Policy P41 and<br />

Action A77.<br />

We urge this council to strongly lobby the Government; local Government MPs<br />

David Bennett, Tim MacIndoe, Lindsay Tisch and Paul Hutchinson; Transport<br />

Minister Steven Joyce; and Prime Minister John Key not only to commit<br />

substantially more Government funding to public transport and local roading<br />

initiatives but commit substantially less funding to Roads of National Significance.<br />

If such forecasts of a fuel price spike as set out in the previous section are even<br />

roughly accurate, a future approach based on business as usual or the<br />

incremental improvement of public transport runs the risk of not being in a<br />

position to cope with the dramatic increase in fuel prices and demand for public<br />

transport. It would seem unacceptable for both the Government and this Council<br />

to know about this risk but fail to plan for it.<br />

Matter: PTP11-39.10<br />

Summary: We are distressed by the lack of connection between the 'Drivers and<br />

Challenges' and the 'Vision and Objectives' as laid out in the summary document.<br />

The WRPTP notes the difficulty of trying to achieve growth in public transport<br />

given the constrained government funding. Action A77 in the WRPTP specifically<br />

states continuing lobbying of central government to increase funding for public<br />
