Submission summary
Submitter: 1 Mathers, Denise
Matter: PTP11-1.1
Summary: User pay needs to be more of a focus. It is too slow to expect only
40% recovery by 2017. City residents get the benefits, city residents should pay
more of the subsidy i.e. many more options/occurrences in the city.
Submitter: 30 Campaign for Better Transport
Matter: PTP11-30.5
Summary: The Draft Plan notes the intention of this Council along with other
territorial authorities to lobby central government to allocated increased funding
to public transport. The Campaign for Better Transport shares a common interest
with the council on this matter.
Decision
Comments noted.
The farebox recovery policy seeks to achieve a reasonable balance between the
user and non-user contribution to the costs of providing public transport services,
and recognise the benefits of public transport to city residents, as users and
ratepayers.
No change required.
Comments noted.
Waikato Regional Council recognises it is vital to continue to invest in PT
services and infrastructure to facilitate future growth in passenger transport and
to encourage modal shift. The Council will continue to advocate to Government
for more financial assistance for the provision of alternative transport modes
including public transport services and walking and cycling as per Policy P41 and
Action A77.
We urge this council to strongly lobby the Government; local Government MPs
David Bennett, Tim MacIndoe, Lindsay Tisch and Paul Hutchinson; Transport
Minister Steven Joyce; and Prime Minister John Key not only to commit
substantially more Government funding to public transport and local roading
initiatives but commit substantially less funding to Roads of National Significance.
If such forecasts of a fuel price spike as set out in the previous section are even
roughly accurate, a future approach based on business as usual or the
incremental improvement of public transport runs the risk of not being in a
position to cope with the dramatic increase in fuel prices and demand for public
transport. It would seem unacceptable for both the Government and this Council
to know about this risk but fail to plan for it.
Submitter: 39 Living Streets Aotearoa, Hamilton
Matter: PTP11-39.10
Summary: We are distressed by the lack of connection between the 'Drivers and
Challenges' and the 'Vision and Objectives' as laid out in the summary document.
Comments noted.
The WRPTP notes the difficulty of trying to achieve growth in public transport
given the constrained government funding. Action A77 in the WRPTP specifically
states continuing lobbying of central government to increase funding for public
