“Utilising cost efficient modes” refers to demand responsive service but not<br />
specifically CAT/TAT. However, CAT/TAT could be one of the demand<br />
responsive options used, if it was assessed as most appropriate.<br />
At this stage, the Draft WRPTP considers demand responsive services as a<br />
concept, with the policy being around trialling them at some stage if scheduled<br />
services were considered to be not cost effective.<br />
Further investigations based on demand for service and other factors such as<br />
availability of providers (in case of “catch a Taxi type of service”) would need to<br />
be carried out prior to determining a trial location. Funding arrangements will<br />
need to be part of the investigation. The relevant territorial authority will be fully<br />
involved in the process, when it was to happen.<br />

Summary: We agree with all comments made regarding the transport<br />
disadvantaged and fuel price. However, we feel that representation needs to<br />
continue to central government regarding some of their funding and policy<br />
initiatives. While we understand that improving roads and rail to enable freight<br />
movement is critical to the growth of New Zealand's economy, the cost to the<br />
economy of preventing people from joining the workforce or living independently<br />
in their communities, because of failure to maintain and further develop<br />
