Chapter / Clause / Subclause – 7 Policies and actions / 7.9 Integrated planning
Submission summary
Submitter: 44 CCS Disability Action
Matter: PTP11-44.13
Summary: We support Council working with strategic partners to integrate land
use and transport planning. This is particularly vital at route interchanges, we
have recently seen a missed opportunity at the Bridge Street connection between
the Orbiter and CBD shuttle routes. Relatively high numbers of people use these
bus stops, including wheelchair users and other transport disadvantaged people
as they provide a vital connection between two very accessible bus services. A
building was recently demolished on the northern side of the road. This provided
an ideal opportunity to negotiate with the developer for some extra space for bus
stop provision and appears to have been completely overlooked. Is there any
way of highlighting these interchanges in some way and then developing a
process within regional and city council consent processes to ensure that these
critical opportunities are not missed?
Submitter: 54 Waikato Regional Council, Hamilton Office
Matter: PTP11-54.12
Summary: Amend A85 to read “… Council in collaboration with territorial
authorities and transport partners, will…”
Submitter: 55 New Zealand National Fieldays Society
Matter: PTP11-55.9
Summary: NZNFS supports the notion that the nature and location of urban
development can have a strong influence on the ability of the public transport
system to provide effective and efficient travel options, as can strategic facilities
located within outer-lying rural areas. MCEC is a strategic, rural-based facility
which serves the entire Waikato catchment. Despite being a legitimized land use
of regional importance, opportunities for integrated public transport have been
overlooked to date. NZNFS supports the principle of integrated planning, but
would like to see Council collaboration with ‘wider stakeholders’ (such as
NZNFS) rather than simply ‘strategic’ or ‘transport’ partners. It is noted that
NZNFS was not consulted as a stakeholder in the promulgation of the Draft
Decision
Comments noted.
Council and Hamilton City Council are finalising a Service Level Agreement
which will outline the principles to be followed by both Council’s to ensure full
integration of public services and infrastructure.
No change required.
Accept.
Amend A85 on page 67 to read “… Council in collaboration with territorial
authorities and transport partners, will…”
Comments noted
The approach that the Council has taken to the MCEC is included in the special
events policies, in section 7.2.6. This is because the demand for public transport
to the MCEC relates to events, rather than a facility that should be connected to
the regular public transport network.
NZNFS would be seen as a strategic partner when consulting on events at the
national Fieldays site.
No change required.
