These sources are unanimous on the matter that the age of cheap oil is over.<br />

There are also warnings that a global crisis of supply along with a spike in price<br />

could occur as soon as 2013-2015.<br />

On page 37 (4.4) of the Draft <strong>Waikato</strong> Regional Public Transport Plan (herein<br />

referred to as the Draft Plan) acknowledges that "fuel price is one of the key<br />

factors influencing demand for public transport". It further notes fluctuating fuel<br />

prices over the past few years and an expected trend of increasing prices. It does<br />

not perhaps however match the urgency of the situation which is foreshadowed<br />

in the assessments set out above.<br />

The Draft Plan (Page 7) makes specific mention of the needs of those who are<br />

classified as transport disadvantaged, those who have difficulty in accessing<br />

basic activities and services like healthcare, education and food shopping. It<br />

notes some of the causes as age, socio-economic status or disability. Catering to<br />
