Summary: Actions (general):<br />

The actions contained in the RPTP may benefit from having some timeframes<br />

attached to them so they can be prioritised. With 86 actions it will not be possible<br />

to complete all of them straight away - they will need to be prioritised with the<br />

most important / strategically significant being completed first.<br />

It is recognised that specifying timing for actions is useful from a monitoring and<br />

prioritising perspective however, most actions in the plan are ongoing, others are<br />

periodic like annual or six monthly or simply regular when certain trigger points<br />

are met. There are a few actions that are time bound. Therefore it is considered<br />

unnecessary to add timeframes to all actions.<br />

Matter: PTP11-50.6<br />

Summary: Policy Framework. We submit that policies that guide the review,<br />

design, establishment or enhancing of existing and prospective services should<br />

be investigated with service providers in the early stages of consultation and that<br />

these providers have access to all meetings throughout the consultation and<br />

planning process.<br />

Decision<br />

Comments noted.<br />

Council accepts there would be benefits for service providers to be involved in<br />

the consultation of a new or improved services being considered and this will<br />

occur during the strategic network review.<br />

From a legislative/procurement perspective, Council does need to be careful in<br />

such situations that consultation would not give any one supplier competitive<br />

advantage should there be a tender round pending findings of any consultation.<br />
