Service Analysis:<br />

The service will be run daily to begin with and will be adjusted according to<br />

demand after an evaluation period of 12 months.<br />

Legal requirements:<br />

The statutory purpose of the Regional Public Transport Plan is to give effect to<br />

the public transport service components of the Regional Land Transport Strategy.<br />

The Regional Land Transport Strategy directs the future role for public transport<br />

in the region and this has been designed to ensure that public transport<br />

contributes to the desired outcome for the access and mobility component of the<br />

strategy. “a people focused transport system that provides inclusive, accessible<br />

and affordable multi-modal journeys to enable people to live, work and play.”<br />

The <strong>Waikato</strong> Regional Land Transport Strategy identifies a number of high level<br />

challenges for the region, one of which is catering to the mobility and access<br />

needs of rural communities while remaining affordable for its funders and users.<br />

Another identified high level challenge includes future population growth and<br />

demographic change (in particular increasing proportion of older people).<br />

Rural people are more dependent on car travel for access than urban dwellers,<br />

as services are likely to be further away and there is a lack of public transport.<br />

There are generally higher levels of car ownership in rural areas. Those people<br />

without access to cars or who are unable to afford to use them regularly are<br />

particularly affected by access and mobility difficulties (HIA).<br />

The <strong>Waikato</strong> region is undergoing structural ageing of the population. In New<br />

Zealand 54% of people over 65 years had a disability in 2001. An older<br />
