over 65 self identified with disability, in addition to the work being done in the<br />

rural community, we would like to suggest that Council further support Hamilton<br />

City to develop a detailed GIS based accessibility and mesh block level census<br />

information database to provide accurate data to support public transport network<br />

review and development to ensure that elderly and disabled people, as well as<br />

those with other transport disadvantages, are able to safely and independently<br />

use a combination of pedestrian routes and public transport to move around their<br />

community.<br />

Decision<br />

Council is working with HCC on an accessibility mapping project for the city.<br />

The purpose of the project is to develop a model that understands the ability for<br />

households to access key destinations (e.g. schools, supermarkets and<br />

employment) and via which modes (private motor vehicle, walking, public<br />

transport, etc). The model can be used to identify areas that are least accessible<br />

and determine where transport investment should be targeted within the city to<br />

provide best value for money with regard to improving accessibility for the<br />

transport disadvantaged.<br />

The first stage of this project aims to develop a base year model and a needs<br />

assessment and indicator framework. Further proposed stages will consider in<br />

more detail the needs of people with limited mobility or a physical disability(s).<br />

Summary: The vision for public transport is supported, insofar as it promotes<br />

integrated, sustainable transport which provides an alternative to private use.<br />

The special events section 7.2.6 provides the framework around implementing<br />

service delivery to events facilities like MCEC.<br />

Objective 1 (‘strengthen integration’) is supported insofar as NZNFS recognizes<br />

the need for a public transport system to be closely integrated with land use<br />

development.<br />

Objective 3 (‘provide an attractive alternative to private vehicle travel’) is<br />

supported in principle, though there is no evidence within the Draft RPTP that this<br />

will be implemented to the benefit of rural-based community facilities such as the<br />

MCEC.<br />

Reword objective 3 to reflect rural as well as urban<br />
