What we would like WRC to do:
Introduce bus services in new subdivisions, particularly the northern ones, to
ensure the public transport option is available right from the beginning for
residents of these new areas.
Decision
has been very low which could be indicative of a low demand for service in the
area.
To ensure that the entire network works in an optimal manner and especially
given the lack of funding for new services a whole of network approach to such
an assessment is important. And therefore it is suggested that provision of any
new services to the northern suburbs be assessed as part of the strategic
network review. This review is intended to be started in the 2012/13 financial
year.
Submitter: 59 New Zealand Transport Agency
Matter: PTP11-59.13
Summary: With regard to providing services into new subdivisions or growth /
structure plan area, the NZTA advocates that the necessary planning measures
be put in place, including the provision of infrastructure to ensure that in the
longer term, PT services can be delivered.
The NZTA confirms that the inclusion of bus services in a new subdivision or
growth / structure plan area prior to a critical number of residences/businesses
being occupied will not encourage people to use PT as a preferred mode
effectively.
Submitter: 66 Hamilton City Council
Matter: PTP11-66.2
Summary: HCC staff support identification in the Draft Plan of the need for
introducing public transport services to new and developing areas. This is
particularly important in the case of Hamilton’s growth areas as identified within
the Hamilton Urban Growth Strategy, particularly as these growth areas continue
to become more populated. The early introduction of public transport services
into these growth areas is important in sending the right signals to the new
residents that they are included in the PT network.
Thank you for your feedback.
Council intends to analyse the extent of demand, the most appropriate coverage
route, which services can be redeployed or re routed, the associated costs and
funding plan for providing these services prior to introduction of any new
services. It will be guided on Policy P2 on this account.
Early introduction of PT services to new growth areas to encourage mode shift is
recognised in the WRPTP but it needs to be noted that at time of capped funding
from NZTA when clear indications have been provided on no funding for new
services, it is important that a clear need is identified or a minimum occupancy
rate is reached prior to putting on new services.
New action has been added to section 7.2.2 to link to policy P2 around
introduction of services to new areas.
Amend to add new action in section 7.2.2
