What we would like WRC to do:<br />

Introduce bus services in new subdivisions, particularly the northern ones, to<br />

ensure the public transport option is available right from the beginning for<br />

residents of these new areas.<br />

Decision<br />

has been very low which could be indicative of a low demand for service in the<br />

area.<br />

To ensure that the entire network works in an optimal manner and especially<br />

given the lack of funding for new services a whole of network approach to such<br />

an assessment is important. And therefore it is suggested that provision of any<br />

new services to the northern suburbs be assessed as part of the strategic<br />

network review. This review is intended to be started in the 2012/13 financial<br />

year.<br />

Summary: With regard to providing services into new subdivisions or growth /<br />

structure plan area, the NZTA advocates that the necessary planning measures<br />

be put in place, including the provision of infrastructure to ensure that in the<br />

longer term, PT services can be delivered.<br />

The NZTA confirms that the inclusion of bus services in a new subdivision or<br />

growth / structure plan area prior to a critical number of residences/businesses<br />

being occupied will not encourage people to use PT as a preferred mode<br />

effectively.<br />

Matter: PTP11-66.2<br />

Summary: HCC staff support identification in the Draft Plan of the need for<br />

introducing public transport services to new and developing areas. This is<br />

particularly important in the case of Hamilton’s growth areas as identified within<br />

the Hamilton Urban Growth Strategy, particularly as these growth areas continue<br />

to become more populated. The early introduction of public transport services<br />

into these growth areas is important in sending the right signals to the new<br />

residents that they are included in the PT network.<br />

route, which services can be redeployed or re routed, the associated costs and<br />

funding plan for providing these services prior to introduction of any new<br />

Early introduction of PT services to new growth areas to encourage mode shift is<br />

recognised in the WRPTP but it needs to be noted that at time of capped funding<br />

from NZTA when clear indications have been provided on no funding for new<br />

services, it is important that a clear need is identified or a minimum occupancy<br />

rate is reached prior to putting on new services.<br />

New action has been added to section 7.2.2 to link to policy P2 around<br />

introduction of services to new areas.<br />
