WRPTP, a review of the funding policy through Council’s 2012 LTP process is<br />
planned.<br />

Submitter: 65 <strong>Waikato</strong> District Health Board, Population Health Service<br />
Matter: PTP11-65.2<br />
Summary: Population Health examines the factors outside the medical care<br />
system that impact on people’s health and wellbeing and how these impacts are<br />
distributed. Public health has an interest in transport planning and in particular<br />
the distributional impacts associated with transport planning.<br />
The Government Policy Statement 2012/13-2021/<strong>22</strong>, influences decisions on<br />
how funding from the National Land Transport Fund is invested. Funding<br />
priorities favour investment in key land transport infrastructure with the main<br />
focus on the seven Roads of National Significance.<br />
Comments noted.<br />
<strong>Waikato</strong> Regional Council through the submission on the draft GPS 2012-15<br />
raised a similar concern with regard to the imbalance of funding towards State<br />
highway improvement programme. The council through the submission has<br />
advocated for an increase of funding for local roads, public transport and walking<br />
and cycling activity classes to ensure a more balanced transport system that<br />
provides for other desired outcomes.<br />

Over recent decades, the trend has seen a shift from passenger transport to<br />
private vehicles for short and medium distance travel and to air transport for<br />
longer distances . Freight transport has shifted from trains to trucks.<br />
The National Land Transport Programme 2009-2012 allocates around 95% of the<br />
National Land Transport Fund to roads (State Highways and local roads) and<br />
only 3% to public transport services and infrastructure. Walking and cycling,<br />
travel demand management and transport planning activities receive 2% of the<br />
national funding pool (Figure 1).<br />
