Submission summary
The NZTA anticipates that there will be limited scope for increased funding in the
next 3 year NLTP (2012 - 15), and that the NZTA expects WRC to deliver the
RLTS actions included in Appendix 2 of the draft RPTP.
Submitter: 64 Waipa District Council
Matter: PTP11-64.9
Summary: Waipa DC would like to see WRC rate Waipa district ratepayers for a
targeted transport rate to fund PT Services.
Decision
Comments noted.
Thank you for your feedback. As stated in the Funding Section 7.8 of the
WRPTP, a review of the funding policy through Council’s 2012 LTP process is
planned.
No change required.
Submitter: 65 Waikato District Health Board, Population Health Service
Matter: PTP11-65.2
Summary: Population Health examines the factors outside the medical care
system that impact on people’s health and wellbeing and how these impacts are
distributed. Public health has an interest in transport planning and in particular
the distributional impacts associated with transport planning.
The Government Policy Statement 2012/13-2021/22, influences decisions on
how funding from the National Land Transport Fund is invested. Funding
priorities favour investment in key land transport infrastructure with the main
focus on the seven Roads of National Significance.
Comments noted.
Waikato Regional Council through the submission on the draft GPS 2012-15
raised a similar concern with regard to the imbalance of funding towards State
highway improvement programme. The council through the submission has
advocated for an increase of funding for local roads, public transport and walking
and cycling activity classes to ensure a more balanced transport system that
provides for other desired outcomes.
No change required.
Over recent decades, the trend has seen a shift from passenger transport to
private vehicles for short and medium distance travel and to air transport for
longer distances . Freight transport has shifted from trains to trucks.
The National Land Transport Programme 2009-2012 allocates around 95% of the
National Land Transport Fund to roads (State Highways and local roads) and
only 3% to public transport services and infrastructure. Walking and cycling,
travel demand management and transport planning activities receive 2% of the
national funding pool (Figure 1).
