The Conference Executive Council of the Upper South Carolina Conference of the
International Pentecostal Holiness Church makes the following recommendation of
Alternate Structure for Conference Leadership to the International Pentecostal Holiness
Church Council of Bishops:
A. The position of Conference Superintendent shall be elected by the Quadrennial Conference
voting delegation.
B. The Conference Superintendent will appoint the Assistant Conference Superintendent and the
Conference Secretary/Treasurer with the following proviso: Each Conference Superintendent
Nominee will declare who they will appoint as their Assistant Superintendent and Conference
Secretary/Treasurer prior to the Quadrennial Conference Session. This information will be
included on their resume, which will be distributed to each Quadrennial Conference Delegate,
one month prior to the Quadrennial Conference Session.
C. The Conference Superintendent shall have the authority to appoint another Assistant
Superintendent and /or Conference Secretary/Treasurer in the event of a vacancy in this
position, during the Quadrennial term.
D. The Conference Superintendent shall appoint the other members of the Conference Executive
Council.
E. The Conference Executive Council shall consist of the following:
• Superintendent
• Assistant Superintendent
• Secretary/Treasurer
• Six (6) District Elders
• Discipleship Ministries Director
• Evangelism/Missions Director
F. All appointments will be for a four-year term and are subject to the guidelines given in the
2009-2013 International Pentecostal Holiness Church Manual.
G. In the event that a Conference Executive Council Member must be replaced, it shall be with a
two-thirds majority vote of the Conference Executive Council.
