E. Duties and Responsibilities
With assistance from the Consulting CPA:
1. Seeing that all financial transactions are properly recorded in accordance with
generally accepted accounting principles (GAAP) and all applicable federal and
state laws.
2. Establishing and maintaining an effective system of internal control in
consultation with the Executive Committee and the Finance Committee.
3. Developing an Accounting Policies and Procedures Section to be included in
the Finance Committee Policies and Procedures Manual adopted by the
Council of Bishops in consultation with the Executive Committee and the
Finance Committee.
4. Preparing and presenting financial statements in accordance with GAAP;
cooperating fully with external auditors in the auditing of financial statements.
5. Preparing monthly interim financial statements and other reports, which shall be
provided to the Finance Committee, the Council of Bishops, and Global Ministry
Center departments.
Other Duties and Responsibilities
6. Reporting any financial irregularities or questionable transactions to the General
Superintendent and the Finance Committee Chairman.
7. Reporting at each regular meeting of the Finance Committee.
8. Supervising the Human Resources Director.
9. Monitoring and evaluating Human Resources policies and procedures and
implementing improvements where indicated.
10. Evaluating and overseeing all benefit program negotiations.
11. Overseeing the risk management program in a manner that fulfils the mission
and strategic goals of the ministry.
12. At the direction of the Finance Committee and the Executive Committee,
engaging key leaders and departments in developing short- and long-term
financial strategies and modeling and monitoring tools to measure progress.
13. Advising key leadership regarding issues, trends, and changes in the ministry’s
operating model.
14. Preparing annual budgets for the GSO, EC COB, COB, Ministers’ Wives
Fellowship, General Ministries Cabinet, General Conference, WPHF and
Finance Committee (in consultation with FC Chair).
15. Providing budget oversight for GS Division departments in consultation with the
General Superintendent.
16. Overseeing short- and long-term budgetary planning, implementing budgets,
and managing finances in alignment with the ministry’s strategic plan.
17. Managing cash flow and providing financial forecasting.
18. Serving as the General Superintendent’s liaison to the Executive Committee of
the Council of Bishops, Council of Bishops, General Ministries Cabinet, World
Pentecostal Holiness Fellowship Committee, Global Ministry Center Ministry
