E. Duties and Responsibilities<br />

With assistance from the Consulting CPA:<br />

1. Seeing that all financial transactions are properly recorded in accordance with<br />

generally accepted accounting principles (GAAP) and all applicable federal and<br />

state laws.<br />

2. Establishing and maintaining an effective system of internal control in<br />

consultation with the Executive Committee and the Finance Committee.<br />

3. Developing an Accounting Policies and Procedures Section to be included in<br />

the Finance Committee Policies and Procedures Manual adopted by the<br />

Council of Bishops in consultation with the Executive Committee and the<br />

Finance Committee.<br />

4. Preparing and presenting financial statements in accordance with GAAP;<br />

cooperating fully with external auditors in the auditing of financial statements.<br />

5. Preparing monthly interim financial statements and other reports, which shall be<br />

provided to the Finance Committee, the Council of Bishops, and Global Ministry<br />

Center departments.<br />

Other Duties and Responsibilities<br />

6. Reporting any financial irregularities or questionable transactions to the General<br />

Superintendent and the Finance Committee Chairman.<br />

7. Reporting at each regular meeting of the Finance Committee.<br />

8. Supervising the Human Resources Director.<br />

9. Monitoring and evaluating Human Resources policies and procedures and<br />

implementing improvements where indicated.<br />

10. Evaluating and overseeing all benefit program negotiations.<br />

11. Overseeing the risk management program in a manner that fulfils the mission<br />

and strategic goals of the ministry.<br />

12. At the direction of the Finance Committee and the Executive Committee,<br />

engaging key leaders and departments in developing short- and long-term<br />

financial strategies and modeling and monitoring tools to measure progress.<br />

13. Advising key leadership regarding issues, trends, and changes in the ministry’s<br />

operating model.<br />

14. Preparing annual budgets for the GSO, EC COB, COB, Ministers’ Wives<br />

Fellowship, General Ministries Cabinet, General Conference, WPHF and<br />

Finance Committee (in consultation with FC Chair).<br />

15. Providing budget oversight for GS Division departments in consultation with the<br />

General Superintendent.<br />

16. Overseeing short- and long-term budgetary planning, implementing budgets,<br />

and managing finances in alignment with the ministry’s strategic plan.<br />

17. Managing cash flow and providing financial forecasting.<br />

18. Serving as the General Superintendent’s liaison to the Executive Committee of<br />

the Council of Bishops, Council of Bishops, General Ministries Cabinet, World<br />

<strong>Pentecostal</strong> <strong>Holiness</strong> Fellowship Committee, Global Ministry Center Ministry<br />
