legislation to ensure implementation of its provisions.<br />
Similar commitments are enshrined in the UN World Programme of<br />
Action concerning Disabled Persons (UN GA 37/52), and regional plans<br />
such as those embodied in the African Decade of Disabled Persons (2000-<br />
2009).<br />
In developing strategies for implementing this groundbreaking treaty<br />
at a national level, parliamentarians can advocate for ratification and<br />
incorporation into national law. In addition, opportunities to connect implementation<br />
to recognition and service provision for survivors of armed<br />
violence are present for parliamentarians to act upon.<br />
The WHO Global Campaign for Violence Prevention<br />
The WHO’s global campaign is based on the recommendations from the<br />
first ever World Report on Violence and Health (2002). It aims to “raise<br />
awareness about the problem of violence, highlight the crucial role that<br />
public health can play in addressing its causes and consequences and<br />
encourage action at every level of society.” 51 Goals from this campaign are<br />
of significance for national action and include:<br />
1. Create, implement and monitor a national action plan for violence<br />
prevention<br />
2. Enhance capacity for collecting data on violence<br />
3. Define priorities for, and support research on, the causes, consequences,<br />
costs and prevention of violence<br />
4. Promote primary prevention responses<br />
5. Strengthen responses for victims of violence<br />
6. Integrate violence prevention into social and educational policies, and<br />
thereby promote gender and social equality<br />
7. Increase collaboration and exchange of information on violence<br />
prevention<br />
8. Promote and monitor adherence to international treaties, laws and<br />
other mechanisms to protect human rights<br />
9. Seek practical, internationally agreed responses to the drugs trade and<br />
the global arms trade<br />
The WHO proposes four practical country-level recommendations to<br />
strengthen services for the victims of violence:<br />
