THE UDP VISION -<br />
SUSTAINABLE DEVELOPMENT<br />
3.1<br />
A key purpose of the UDP is to promote the creation<br />
and maintenance of sustainable communities in<br />
<strong>Knowsley</strong>. This means pursuing a mixture of<br />
economic, social and environmental objectives. In<br />
defining what needs to be achieved, it is essential to<br />
take into account the views and aspirations of people<br />
who live or work in, or visit <strong>Knowsley</strong>. The <strong>Knowsley</strong><br />
Community <strong>Plan</strong> states:<br />
“Our vision for <strong>Knowsley</strong> is to encourage<br />
community well-being by developing an economy<br />
that is vibrant, with a wide range of job<br />
opportunities, where being a citizen is valued and<br />
lifelong learning and education is promoted.<br />
We wish to develop a Borough where the<br />
environment is safe, clean and attractive, where<br />
opportunity, health and social prosperity is<br />
available to all”<br />
DELIVERING THE VISION<br />
3.2<br />
The UDP, as the <strong>Council</strong>’s land use strategy, must<br />
pick up on the Community <strong>Plan</strong> aspirations, and<br />
identify objectives that are deliverable through the<br />
planning system. Given the Borough’s past history of<br />
population loss and economic decline, it is inevitable<br />
that regeneration objectives will take a high priority.<br />
This should not be at the expense however of<br />
damaging the Borough’s environmental assets.<br />
The <strong>Plan</strong> will therefore pursue a balanced approach<br />
that will promote the regeneration of the Borough<br />
whilst protecting and enhancing the environment.<br />
3.3<br />
19 strategic objectives have been identified for the<br />
UDP - these are set out below and establish the<br />
strategic direction for the policies that follow in the<br />
rest of the <strong>Plan</strong>.<br />
