EXPLANATION CP2<br />

4.9<br />

The <strong>Plan</strong>ning Act 1990 requires UDPs to contain<br />

strategic policies in respect of the conservation of the<br />

natural beauty and amenity of land and the<br />

improvement of the physical environment. Policy CP2<br />

identifies the key environmental assets of <strong>Knowsley</strong><br />

which must be preserved, and gives policy effect to<br />

objectives 11-17 of the <strong>Plan</strong>. The overall aim is to<br />

ensure that there is no net loss, and indeed a net<br />

gain, in the environmental resource in <strong>Knowsley</strong>.<br />

The principles set by this policy are to be<br />

implemented primarily through more specific policies<br />

set down elsewhere in the <strong>Plan</strong>.<br />

POLICY CP3:<br />

DEVELOPMENT QUALITY<br />

All development proposals should seek to:<br />

1. Provide an efficient use of land and buildings,<br />

which will minimise the need to build on<br />

undeveloped greenfield sites to meet overall<br />

development needs;<br />

2. Provide a high design quality which will<br />

respond to and enhance the characteristics of<br />

the site and its surrounding area;<br />

3. Protect and enhance the environment and<br />

amenities of people who live, work in and<br />

visit <strong>Knowsley</strong>;<br />

4. Avoid causing unacceptable levels of pollution<br />

of air, land or the water environment;<br />

5. Avoid causing hazard from flood risk, the<br />

storage or use of notifiable hazardous<br />

substances, or land contamination<br />

or instability;<br />

6. Include provision for safe and convenient<br />

accessibility to new development by a choice of<br />

transport, including walking, cycling and public<br />

transport; and<br />

7. Reduce the threat of global warming, for<br />

example through environmentally efficient<br />

building design and the encouragement of the<br />

use of renewable energy sources.<br />

The government (through its “By Design” initiative)<br />

and the Regional Spatial Strategy (through its Core<br />

<strong>Development</strong> Principles) both encourage an improved<br />

design quality in new development. Policy CP3<br />

identifies the key qualities that the <strong>Council</strong> will seek<br />

in new development. The policy will be implemented<br />

primarily through the more detailed policies found in<br />

subsequent parts of the <strong>Plan</strong> - see table 4.1 below.<br />
