Glossary<br />

ACTION AREA<br />

An area within which it is proposed that<br />

comprehensive development, redevelopment or<br />

improvement should take place.<br />

AFFORDABLE HOUSING<br />

Housing that is below a threshold cost when<br />

compared with average incomes in an area.<br />

AGRICULTURAL DEVELOPMENT<br />

Under government legislation, planning permission is<br />

automatically granted for some forms of agricultural<br />

development. However even if a specific planning<br />

permission is not required, the Local <strong>Plan</strong>ning<br />

Authority must in many cases be notified in advance<br />

of the intended development. The Local <strong>Plan</strong>ning<br />

Authority may then require details of siting, design<br />

and external appearance to be submitted for approval<br />

before work starts.<br />

AIR QUALITY MANAGEMENT AREA<br />

A priority area for the management of air quality,<br />

identified by the <strong>Council</strong> under the terms of the<br />

Environment Act 1995.<br />

ALLOCATED SITE<br />

These are sites that are allocated for a specific use<br />

e.g. industry or housing on the Proposals Map.<br />

ARTICLE 4 DIRECTION<br />

A legal direction imposed by the <strong>Council</strong> which<br />

requires that development which would otherwise<br />

be “Permitted <strong>Development</strong>” will require a<br />

planning permission.<br />

BROWNFIELD LAND<br />

This is land which has been previously developed<br />

i.e. has previously had buildings, hardstanding, car<br />

parks or other hard development. The definition of<br />

brownfield land (see ODPM <strong>Plan</strong>ning Policy Guidance<br />

note 3: “Housing”) also includes land within the<br />

curtilage of buildings.<br />

BULKY RETAIL GOODS<br />

Large retail goods such as DIY products, domestic<br />

appliances or furniture.<br />

COMPARISON GOODS<br />

Goods such as clothing where the customer can<br />

make a comparison between different retailers.<br />

COMPLETION NOTICES<br />

A notice issued by the <strong>Council</strong> to require the<br />

completion of a development which has<br />

planning permission.<br />
