POLICY CP1:<br />

REGENERATION AND DEVELOPMENT<br />

PRIORITY AREAS<br />

1. New development and regeneration activities<br />

shall be guided principally towards the<br />

following locations (shown on the<br />

Key Diagram):<br />

• Existing residential areas;<br />

• The town centres of Kirkby, Prescot and<br />

Huyton, together with the smaller district<br />

and local shopping centres; and<br />

• The Strategic Employment Locations.<br />

2. Within the residential areas priority will be<br />

given to securing a better choice of housing<br />

and improved schools, health and other<br />

community infrastructure. Particular emphasis<br />

will be given to securing regeneration and<br />

improved levels of social inclusion within the<br />

residential regeneration areas shown on the<br />

Key Diagram.<br />

3. The town centres of Kirkby, Prescot, and<br />

Huyton, together with the smaller district and<br />

local centres shall be the preferred location for<br />

new shopping and leisure development. These<br />

centres shall also be appropriate locations for<br />

a range of other uses appropriate to a town<br />

centre such as the uses listed in appendix 7.<br />

<strong>Development</strong> of these uses must be of a scale<br />

and nature which is appropriate to the role and<br />

function of the centre concerned.<br />

4. Within the Strategic Employment Locations<br />

shown on the Key Diagram the main priority<br />

will be the provision of new industrial or<br />

business uses which will safeguard or provide<br />

jobs (including but not solely limited to those<br />

within target economic sectors), or which will<br />

make these areas more attractive to potential<br />

new development for these purposes.<br />

5. The following areas shall be designated as<br />

Action Areas, where the <strong>Council</strong> will (in<br />

partnership with others) seek to<br />

comprehensively redevelop or improve the area<br />

in accordance with policies set out elsewhere<br />

in this <strong>Plan</strong>:<br />

North Huyton<br />

Tower Hill, Kirkby<br />

South Prescot<br />

Kirkby Town Centre<br />

Ravens Court (Halewood)<br />

This is a part 1 policy<br />

EXPLANATION CP1<br />

4.3<br />

Policy CP1 identifies the broad priorities for the<br />

location of new development over the period to 2016.<br />

EXISTING RESIDENTIAL AREAS<br />

4.4<br />

The majority of new residential development over the<br />

<strong>Plan</strong> period will take place within the existing<br />

residential areas of Kirkby, Huyton, Stockbridge<br />

Village, Prescot, Whiston, and Halewood. Other<br />

priorities within these areas will include the provision<br />

of new and improved schools, sporting, recreational,<br />

health and other community facilities to meet local<br />

needs. Outside these areas, for example within the<br />

smaller villages of <strong>Knowsley</strong> Village and Cronton,<br />

development will be of a much smaller scale.<br />

RESIDENTIAL REGENERATION AREAS<br />

4.5<br />

The most deprived of <strong>Knowsley</strong>’s residential areas<br />

suffer from levels of social and economic deprivation<br />

which are amongst the highest in the country. They<br />

include North Huyton, Huyton Quarry, South East<br />

Huyton, parts of Kirkby, Stockbridge Village, the<br />

Lickers Lane area of Whiston and South Halewood.<br />

These areas, which are indicated on the Key Diagram,<br />

coincide with the areas which are covered by the<br />

existing Objective 1 Pathways, and the North Huyton<br />

New Deal for Communities programmes (see chapter<br />

2 “Key Issues and Influences”) and will be priority<br />

areas for regeneration.<br />

KIRKBY, PRESCOT AND HUYTON<br />

TOWN CENTRES<br />

4.6<br />

Within <strong>Knowsley</strong>’s three town centres (at Kirkby,<br />

Prescot and Huyton) the main land use priorities (set<br />

out in chapter 7 “Town Centres and Shopping”) will<br />

be the provision of:<br />

• New retail uses which are of a scale and nature<br />

which is appropriate to the centre concerned; and<br />

• A wider range of other town centre uses, such as<br />

leisure uses (including cinemas etc.), health<br />

facilities, and financial and professional services.<br />

STRATEGIC EMPLOYMENT LOCATIONS<br />

4.7<br />

The Strategic Employment Locations provide jobs for<br />

<strong>Knowsley</strong> residents and for Merseyside as a whole.<br />

They each fall within Strategic Investment Areas in<br />

the current Merseyside Objective 1 programme, and<br />

are located at Huyton Business Park, South Prescot,<br />

Halewood, <strong>Knowsley</strong> Business Park, <strong>Knowsley</strong><br />

Industrial Park and Kings Business Park. They are<br />

suitable areas for new job creation which will<br />

enhance their important role in the Merseyside<br />

economy. Specific priorities for these areas are<br />

identified in chapter 6 “Economic <strong>Development</strong>”.<br />

ACTION AREAS<br />

4.8<br />

The UDP identifies 5 areas as Action Areas, which are<br />

suitable for comprehensive development,<br />

redevelopment or improvement. These are at:<br />

• North Huyton<br />

• Tower Hill, Kirkby<br />

• South Prescot<br />

• Kirkby Town Centre<br />

• Ravenscourt (Halewood)<br />

POLICY CP2:<br />

ENVIRONMENTAL ASSETS<br />

1. All development should seek to either preserve<br />

or where possible enhance (both quantitatively<br />

and qualitatively) the following environmental<br />

assets within <strong>Knowsley</strong>:<br />

• The openness and character of areas<br />

designated as Green Belt;<br />

• The network of greenspaces within and<br />

adjacent to <strong>Knowsley</strong>’s urban areas;<br />

• <strong>Knowsley</strong>’s stock of Sites of Biological<br />

Interest, Nature Reserves, Sites of Local<br />

Geological Interest, and other sites,<br />

habitats and species which are identified as<br />

being of importance in the North<br />

Merseyside Biodiversity Action <strong>Plan</strong>;<br />

• <strong>Knowsley</strong>’s stock of trees, woodland,<br />

hedges, rivers, streams, lakes and<br />

ponds; and<br />

• The buildings, features and areas, together<br />

with archaeological remains which<br />

represent the best of <strong>Knowsley</strong>’s<br />

historic heritage.<br />

2. New development will be required to<br />

contribute to the management and<br />

maintenance of environmental assets where<br />

this is necessary either to avoid long-term<br />

harm to the asset concerned or to ensure that<br />

environmental benefits associated with the<br />

development are achieved.<br />

3. <strong>Development</strong> that would damage the above<br />

assets will only be permitted in exceptional<br />

circumstances where there is a clear and<br />

documented over-riding benefit arising from<br />

the development. In such cases, the <strong>Council</strong><br />

will require mitigation measures to be<br />

implemented which will counter any loss in the<br />

environmental resource.<br />
