Low education & skill levels of workforce
→ As these low productivity activities do not necessarily
involve high-end technology and higher levels of
education and skills, then most workers are not equipped
with these.
High levels of Elementary Occupation
The workforce data also reveal that at January 2001 over
159,700 or 17% of workers were employed in elementary
occupation, thereby not requiring significant skills or
educational achievements
→ The figures for 2007, 2008 and 2009 are 173,000 (15%),
163,000 (14%) and 144,700 (13%)
Competitive Collective Bargaining System & Process
→ Too many bargaining units and in some instances, too
many unions to an establishment
