The professional qualifications of our key staff related to the<br />
solicitation criteria are provided in Section E of this SF330. The<br />
following pages contain a summarization of our team’s skills<br />
that will assist the City of North Miami Beach in completing<br />
as-needed architecture-engineering services.<br />
Principal-in-charge. Humberto Alonso Jr., AIA, has 31 years<br />
of experience including senior management positions with the<br />
South Florida Water Management District (SFWMD) and the<br />
School Board of Broward County. His background includes<br />
the planning, design, and construction of capital projects for<br />
public clients, as well as commercial and office development<br />
projects for the private sector. Formerly, as Director of Service<br />
Centers for SFWMD, Mr. Alonso oversaw nine service divisions<br />
serving 16 counties, with a staff of more than 120 and more<br />
than 270 local and cooperative projects.<br />
In his current position as vice president/business development<br />
director with <strong>Atkins</strong>, Mr. Alonso leads the firm’s business<br />
development, public involvement, and advocacy activities in<br />
south Florida. He is responsible for developing/maintaining<br />
public and private client relationships and making sure the<br />
firm’s client commitments are met, including multi-service<br />
staffing assignments and coordination. He serves as principalin-charge<br />
for large/strategic client contracts to ensure service<br />
delivery and client satisfaction. He leads the firm’s strategic<br />
planning and market activities in the region and leads the<br />
development and implementation of the firm’s community<br />
involvement strategy/activities, including The <strong>Atkins</strong><br />
Foundation charitable support activities in south Florida.<br />
Project manager and architecture. Larry Levis, AIA, is an<br />
award-winning architect, urban designer, and waterfront<br />
planner. His 27-year career has spanned a wide variety of<br />
project types including community centers, mixed-use projects,<br />
libraries, places of worship, higher education facilities, concert<br />
halls, and cruise passenger and ferry terminals. He has also<br />
led numerous institutions and public entities in transportationrelated<br />
and culturally significant projects. He has served<br />
as the lead professional for projects in the United States,<br />
Canada, Mexico, the Caribbean, France, and Southeast Asia.<br />
He has designed state-of-the-art cruise passenger and ferry<br />
terminals for ports and state and national government entities<br />
on four continents. He is a frequent speaker at international<br />
conferences such as Seatrade, American Association of Port<br />
Authorities, and the International Association of Cities and<br />
Ports.<br />
Quality assurance/quality control. Gary Wingo, RA, LEED<br />
AP BD+C, has 19 years of intensive and sophisticated design,<br />
planning, and expert architectural detailing experience, with<br />
an in-depth understanding of multiple building types across<br />
a broad spectrum of design sectors including education,<br />
medical, hospitality, office, federal, military, and surface transit.<br />
He is particularly adept at BIM/4D database-driven modeling<br />
(Revit) and employs rapid techniques real-time during<br />
conceptual design charrettes to streamline the decision-making<br />
process integrating programming, functional alternatives,<br />
sustainability, value engineering, and cost-effective solutions<br />
across all design disciplines. Mr. Wingo consistently<br />
demonstrates an effective combination of intuitiveness,<br />
enthusiasm, and commitment to provide superlative designs<br />
for each client and aesthetic excellence on each project.<br />
Civil engineering. Victor Herrera, PE, is a civil engineer with<br />
specialized professional competence in parking lots, grading,<br />
earthwork, and drainage design, as well as experience in<br />
plans processing for permit approval, water and sewer design,<br />
geotechnical investigation evaluation, and interpretation of<br />
soil borings and recommendations. Mr. Herrera’s experience<br />
as a staff extension with municipalities and the State of Florida<br />
provides him with the ability to clearly understand the issues<br />
from the clients’ perspectives.<br />
Bernardo Bieler, PE, works for CES as a professional<br />
engineer in the areas of civil engineering, transportation,<br />
geotechnical engineering, and project management. His<br />
years of professional experience in transportation allows him<br />
to provide a unique insight in the development of projects,<br />
and he has actively been involved in the geometric design<br />
of major and minor highways, following local and federal<br />
standards. He is very familiar with the geotechnical exploration<br />
process and with data interpretation for civil engineering and<br />
transportation projects.<br />
Structural engineering. Douglas Ramirez, PE, has experience<br />
in engineering, including the structural design of a wide<br />
variety of projects as well as field experience in performing<br />
assessments on hurricane damaged structures. He has<br />
worked on a variety of projects that have been designed with<br />
structural steel, cast-in-place concrete, precast and prestressed<br />
concrete, composites, masonry, and wood. He has also assisted<br />
with the renovation of the Land’s End Resort at Captiva<br />
Island, Florida, after the resort was heavily damaged during a<br />
hurricane. As a structural engineer, Mr. Ramirez works with all<br />
disciplines to develop the optimum structural design to meet<br />
the owner’s criteria. Once the structural systems are defined,<br />
he heads the effort to develop all structural calculations,<br />
working drawings, and specifications, while coordinating with<br />
other disciplines. Other responsibilities include performing<br />
site visits and writing reports outlining solutions to structural<br />
problems and assessing structural conditions at various sites.<br />
