Key personnel professional qualifications, registrations/certifications, and specialized experience

The professional qualifications of our key staff related to the
solicitation criteria are provided in Section E of this SF330. The
following pages contain a summarization of our team’s skills
that will assist the City of North Miami Beach in completing
as-needed architecture-engineering services.
Principal-in-charge. Humberto Alonso Jr., AIA, has 31 years
of experience including senior management positions with the
South Florida Water Management District (SFWMD) and the
School Board of Broward County. His background includes
the planning, design, and construction of capital projects for
public clients, as well as commercial and office development
projects for the private sector. Formerly, as Director of Service
Centers for SFWMD, Mr. Alonso oversaw nine service divisions
serving 16 counties, with a staff of more than 120 and more
than 270 local and cooperative projects.
In his current position as vice president/business development
director with Atkins, Mr. Alonso leads the firm’s business
development, public involvement, and advocacy activities in
south Florida. He is responsible for developing/maintaining
public and private client relationships and making sure the
firm’s client commitments are met, including multi-service
staffing assignments and coordination. He serves as principalin-charge
for large/strategic client contracts to ensure service
delivery and client satisfaction. He leads the firm’s strategic
planning and market activities in the region and leads the
development and implementation of the firm’s community
involvement strategy/activities, including The Atkins
Foundation charitable support activities in south Florida.
Project manager and architecture. Larry Levis, AIA, is an
award-winning architect, urban designer, and waterfront
planner. His 27-year career has spanned a wide variety of
project types including community centers, mixed-use projects,
libraries, places of worship, higher education facilities, concert
halls, and cruise passenger and ferry terminals. He has also
led numerous institutions and public entities in transportationrelated
and culturally significant projects. He has served
as the lead professional for projects in the United States,
Canada, Mexico, the Caribbean, France, and Southeast Asia.
He has designed state-of-the-art cruise passenger and ferry
terminals for ports and state and national government entities
on four continents. He is a frequent speaker at international
conferences such as Seatrade, American Association of Port
Authorities, and the International Association of Cities and
Ports.
Quality assurance/quality control. Gary Wingo, RA, LEED
AP BD+C, has 19 years of intensive and sophisticated design,
planning, and expert architectural detailing experience, with
an in-depth understanding of multiple building types across
a broad spectrum of design sectors including education,
medical, hospitality, office, federal, military, and surface transit.
He is particularly adept at BIM/4D database-driven modeling
(Revit) and employs rapid techniques real-time during
conceptual design charrettes to streamline the decision-making
process integrating programming, functional alternatives,
sustainability, value engineering, and cost-effective solutions
across all design disciplines. Mr. Wingo consistently
demonstrates an effective combination of intuitiveness,
enthusiasm, and commitment to provide superlative designs
for each client and aesthetic excellence on each project.
Civil engineering. Victor Herrera, PE, is a civil engineer with
specialized professional competence in parking lots, grading,
earthwork, and drainage design, as well as experience in
plans processing for permit approval, water and sewer design,
geotechnical investigation evaluation, and interpretation of
soil borings and recommendations. Mr. Herrera’s experience
as a staff extension with municipalities and the State of Florida
provides him with the ability to clearly understand the issues
from the clients’ perspectives.
Bernardo Bieler, PE, works for CES as a professional
engineer in the areas of civil engineering, transportation,
geotechnical engineering, and project management. His
years of professional experience in transportation allows him
to provide a unique insight in the development of projects,
and he has actively been involved in the geometric design
of major and minor highways, following local and federal
standards. He is very familiar with the geotechnical exploration
process and with data interpretation for civil engineering and
transportation projects.
Structural engineering. Douglas Ramirez, PE, has experience
in engineering, including the structural design of a wide
variety of projects as well as field experience in performing
assessments on hurricane damaged structures. He has
worked on a variety of projects that have been designed with
structural steel, cast-in-place concrete, precast and prestressed
concrete, composites, masonry, and wood. He has also assisted
with the renovation of the Land’s End Resort at Captiva
Island, Florida, after the resort was heavily damaged during a
hurricane. As a structural engineer, Mr. Ramirez works with all
disciplines to develop the optimum structural design to meet
the owner’s criteria. Once the structural systems are defined,
he heads the effort to develop all structural calculations,
working drawings, and specifications, while coordinating with
other disciplines. Other responsibilities include performing
site visits and writing reports outlining solutions to structural
problems and assessing structural conditions at various sites.
