1,351 to 1,893; 344 miles of facilities (constructed before 1988) have now been modernized; and six new expansion<br />

projects have been opened (with a seventh expansion project currently under design) -- all the while modernizing the entire<br />

system and improving safety, access, and capacity to the motoring public.<br />

As general consultant, <strong>Atkins</strong> functions as an extension of FTE’s resources by providing qualified technical and professional<br />

personnel for program/project management; architecture design; toll operations; bonds, asset management, and<br />

operations support; planning support/conceptual studies; environmental management; plans review/project engineering<br />

support; right-of-way services management; surveying and mapping; utilities/railroad relocation; construction engineering<br />

management; maintenance management; and other as-requested services.<br />

<strong>Atkins</strong> has provided architecture-related services for the following Turnpike service plazas:<br />

• Turkey Lake District Headquarters Building, Operations Building, Maintenance Building, Law<br />

Enforcement Building, and Florida Highway Patrol (FHP) Office, Ocoee, FL. <strong>Atkins</strong> served as the owner’s<br />

representative responsible for architectural programming, concept planning, funding and appropriations<br />

coordination, preparing design criteria, technical support for selection of the design/build firm, contract<br />

administration, bidding and selection, and construction oversight. We were also responsible for the interior design<br />

package, as well as developing procurement specifications for the entire facility, which comprised offices, lounges,<br />

conference rooms and auditoriums, training rooms, gun vaults, and secure facilities. Total: 150,000 sf.<br />

• West Palm Beach Law Enforcement Buildings, Dispatch Center, and Support Facilities for the FHP and<br />

Department of Highway Safety and Motor Vehicles (DHSMV) FHP -- Troop L, West Palm Beach, FL. <strong>Atkins</strong><br />

prepared a concept report, developed preliminary plans, and prepared a request for proposal (RFP) and design criteria<br />

package for the design and construction of the facility by means of a design/build contract. Total: 50,000 sf.<br />

• Pompano Operations Center, Broward County, FL. This project included the conversion of an abandoned<br />

service station at the Pompano Plaza to the site for a Florida’s Turnpike Operations Center. Extensive site<br />

remediation (consisting of contaminated soil removal and asbestos removal) was required at the service station.<br />

The proposed Pompano Operations Center was designed as a two-story building, with associated sitework<br />

consisting of parking area and on/off plaza ramps. Separate estimates and construction schedules were prepared<br />

for the site remediation, the building, and the sitework. The work was divided into three separate contracts. The<br />

remediation cost estimates were prepared by coordination with the environmental engineering team, the testing<br />

laboratories, and potential contractors. Total: 38,000 sf.<br />

• Boca Raton Data (NERVE) Center Office Building, Boca Raton, FL. This project consisted of interior design<br />

work, programming, furniture specifications, open plan system, and space planning for an 18,500-sf office<br />

building. Project tasks included coordination of the project between the Turnpike and the design/build team<br />

including contractor, and architects/engineers.<br />
