The final step is QA, performed by the designated QA/QC<br />
manager, verifying that the five-step process was appropriately<br />
performed and authorizing the release of the work product.<br />
<strong>Atkins</strong> understands the importance of maintaining the project<br />
schedule on all assignments that may be given through<br />
this contract. Our firm’s successful history is integrally tied<br />
to meeting schedules. Our staff will work with the project<br />
controls group to assist in developing a cost estimate and<br />
project schedule for the design and implementation of all<br />
assignments. Our project controls group has maintained<br />
successful results when engaged by our clients by performing<br />
the following steps:<br />
• Begin with a clearly defined program and problem<br />
statement.<br />
• Involve decision makers.<br />
• Schedule weekly meetings with clearly defined agendas<br />
and action items. Include the cost consultant/contractor<br />
early on to establish and confirm budgets.<br />
• Establish and adhere to project milestones.<br />
• Provide adequate time for review and design response to<br />
review.<br />
Our team will work with the City to identify a detailed<br />
schedule. Once the scope and tasks are approved by<br />
the owner, a comprehensive scheduling work session<br />
will be conducted to provide all participants with a clear<br />
understanding of schedule requirements, responsibilities, and<br />
interface commitments. The schedule will be developed and<br />
analyzed to identify all participants in the planning process,<br />
define anticipated activities, verify established target dates and<br />
milestones, and establish and coordinate activity timeliness and<br />
interface requirements.<br />
Job progress and schedules are fixed agenda items for all<br />
progress meetings. During these meetings, the progress of<br />
each discipline will be discussed to facilitate coordination,<br />
eliminate obstacles, and determine additional resources that<br />
may be required. When appropriate, techniques such as lookahead<br />
schedules for the coming week’s activities, summaries<br />
of action items and assignments, and recovery schedules may<br />
be developed to meet schedule requirements. Ultimately, it is<br />
the project manager’s responsibility to maintain the schedule<br />
and keep the client informed on project progress.<br />
<strong>Atkins</strong> believes in a proactive design approach. This<br />
means the City of North Miami Beach will be vital<br />
members of the development team. Your input is<br />
imperative for a successful project. Maintaining the schedule<br />
is a team effort; it is not solely driven by the consultant.<br />
Decisions, input, and milestone reviews will be handled in a<br />
timely manner. Working together, we can maintain even the<br />
most aggressive schedule. For example, <strong>Atkins</strong>’ South Pointe<br />
Park Fishing Pier project required a turnaround on 100-percent<br />
design documents within 120 days of issuance of the notice<br />
to proceed. A true testament of the in-house capabilities of<br />
<strong>Atkins</strong>, our services have included structural, mechanical, and<br />
electrical engineering; civil engineering; architecture design;<br />
landscape architecture; and cost estimating. We will also<br />
provide construction administration later this year.<br />
Coordination with permitting entities and the public.<br />
<strong>Atkins</strong>’ staff has extensive permitting experience with<br />
numerous municipal projects throughout the state including<br />
land management, transportation, stormwater management,<br />
and utility improvements. Our team is intimately familiar<br />
with federal, state, and local permitting regulations and<br />
requirements for the various agencies that may have<br />
jurisdiction over the assignments issued under this services<br />
contract. We have strong relationships and a successful<br />
permitting track record with many such agencies including<br />
Florida Department of Environmental Protection, Miami-Dade<br />
County, Florida Department of Transportation, SFWMD, and<br />
U.S. Army Corps of Engineers.<br />
Our team’s experience is unmatched in handling the community<br />
participation and public involvement portion of projects<br />
from the early stages of planning through design and construction.<br />
<strong>Atkins</strong> offers full-service support inhouse to generate<br />
and reproduce all types of graphics, exhibits, presentations,<br />
newsletters, video-simulation, modeling, before-and-after<br />
photos, website creation and maintenance, news releases,<br />
advertisements, and press kits. Our technical management and<br />
construction professionals are well-versed in responding to<br />
questions from community members and making sure that the<br />
entire community is involved in developing the potential range<br />
of solutions to be studied for the duration of the project. We<br />
can successfully handle these efforts to the degree desired by<br />
the City of North Miami Beach.<br />
