testing the performance of the photochemical model. When the 2000 annual average inventory<br />

is ready, it will be gridded to replace the forecasted 2000 inventory. Day-specific data will<br />

replace the gridded annual average inventory. Results from contracts will be incorporated into<br />

the annual average inventory and/or the day-specific inventories.<br />

6.2 Requirements for Quality Control and Quality Assurance of Emission Inventory<br />

The EICG is placing special emphasis on ensuring consistency in emission inventory<br />

preparation procedures between all the districts in the modeling domain. The Air Resources<br />

Board will take the lead in coordinating and ensuring quality control and quality assurance<br />

standards for the emission inventory portion of the study. Specific guidelines will be outlined for<br />

assisting state and local agencies for implementing more uniform and systematic approaches to<br />

collecting, compiling (formats and accuracy), and reporting emission inventory data. Also, to<br />

ensure good quality control practices, the EICG will be developing a comprehensive quality<br />

control and quality assurance plan. The plan will include items such as:<br />

• Quality control checks for collecting non-emission data, updating activity data, and using<br />

appropriate emission factors for calculating emissions;<br />

• Emission calculation methodology;<br />

• Updating or revising categories to ensure that the latest methodology is used;<br />

• Data submittal;<br />

• Data correction;<br />

• Documentation; and<br />

• Quality review of the entire inventory.<br />

6.3 Proposed Contractor Studies for Emission Inventory Development<br />

The collection of most of the emission inventory data discussed in the previous sections<br />

will be provided by public agencies as in-kind contributions to the <strong>CCOS</strong> study. However, there<br />

are some critical elements of the <strong>CCOS</strong> emission inventory that the members of the EICG do not<br />

have sufficient resources and /or expertise to provide. In general, these needs relate to the spatial<br />

and temporal distribution of emissions from motor vehicles and other area sources. The<br />

emission inventory elements, which will need to be supported by the <strong>CCOS</strong> study, are listed<br />

below.<br />

6.3.1 Day-Specific Traffic Count Information<br />

Day-specific traffic count information will be gathered during the field study. These<br />

traffic counts are used to create factors to adjust the travel demand volumes to hourly vehicle<br />

volumes. A scoping study is planned to review the availability of traffic data and develop a<br />
