index (LAI) database developed from satellite imagery. Validation of the GAP and LAI<br />

databases is critical as these are the primary input databases used in estimating the green leaf<br />

mass and spatial distribution of dominant plant species in the <strong>CCOS</strong> domain. This project will<br />

conduct field validation of the GAP and LAI databases at a number of sites in the <strong>CCOS</strong> study<br />

area.<br />

6.3.5 Small District Assistance<br />

This project is to provide assistance to small districts in the <strong>CCOS</strong> domain to review and<br />

update their point and area source emission inventories. Local air districts are responsible for<br />

estimating emissions from point sources. For purposes of this work plan, point sources will be<br />

defined as permitted sources that emit 10 tons or more per year of any criteria pollutant. The<br />

work plan will be expanded to include area sources. University of <strong>California</strong>, Davis and Sonoma<br />

Technology are the contractors.<br />

6.4 Schedule for Emission Inventory Development<br />

Figure 6.4-1 and 6.4-2 show the schedule of activities related to the development of the<br />

1999 and 2000 Baseline Annual Average Emission Inventory, respectively. The Stationary<br />

Source Area portion of the inventory will be separated into two parts. One part will cover area<br />

source categories for which ARB is responsible and the other part will cover area source<br />

categories for which the districts are responsible. The tasks are different for the two parts and<br />

are reflected in the plan. Some districts will have their area source categories updated by STI as<br />

part of the small district assistance project. These districts include Lake, Northern Sonoma,<br />

Mendocino, those in the Mountain Counties Air Basin and those in the Sacramento Valley<br />

except Sacramento Metro. For the remaining districts, the EICG will decide which district area<br />

source categories should be updated based upon ranking of NOx and ROG emissions from area<br />

source categories, and the date that each category was last updated.<br />
