Integrated smartcard ticketing by late 2010<br />
Real time public transport information available across<br />
the region by late 2010<br />
Offering every school in <strong>Auckland</strong> the opportunity to<br />
develop a travel plan by 2014, and increasing support for<br />
school bus services and Walking School Buses<br />
Ongoing increases in the Total Mobility scheme for<br />
people with disabilities, and in concession fares for<br />
children, students and senior citizens, in line with<br />
population growth and demographic change.<br />
Delayed<br />
Tender evaluation for the <strong>Auckland</strong> Integrated Fare<br />
Solution (AIFS) Programme was completed in October<br />
2008 and since that time various external factors,<br />
specifically related to obtaining funding approvals in<br />
Q4 2008 and NZTA’s investigation of the programme<br />
through the first half of <strong>2009</strong>, have led to project<br />
delays. Currently, the programme is in discussion with<br />
funders on funding allocations and looking at ways<br />
to deliver the programme within budget constraints.<br />
Once funding is secured, the next stage will be final<br />
negotiations with a preferred tenderer.<br />
Progressed to schedule<br />
Real time passenger information signs have been<br />
installed at 147 priority bus stops. Twelve additional<br />
sites have been added to the project, three are<br />
completed and the remaining nine are programmed<br />
for completion during the next three months. The<br />
supply and installation of a further 200 Type 2 signs,<br />
suitable for lower-use bus stops, is under way.<br />
A multi-modal real time passenger information system<br />
project is under way, which will enable real time<br />
passenger information at ferry terminals, rail stations,<br />
modal interchanges and bus stops. The project<br />
includes improvements to the underlying real time<br />
management system and associated infrastructure.<br />
Funding has been approved and a RFP for the system<br />
was released in July <strong>2009</strong>. The multi-modal system will<br />
be implemented in stages during <strong>2009</strong>/2010.<br />
Progressed to schedule<br />
180 schools have, or are developing, TravelWise plans,<br />
out of 550 total schools in the region.<br />
The 2008 annual evaluation of travel patterns at<br />
TravelWise schools has confirmed that the programme<br />
is effective at reducing car trips to school and<br />
increasing active transport and public transport. Each<br />
morning there are 5,010 fewer car trips to school as<br />
a result of the programme – just above the annual<br />
target of 5,000.<br />
Achieved<br />
In 2008/09 <strong>ARTA</strong> completed implementation of NZTA’s<br />
‘Phase 2’ recommendations for national improvements<br />
to the Total Mobility scheme and is now eligible for<br />
a higher subsidy on Total Mobility costs, offsetting<br />
the impact of continued growth in Total Mobility<br />
registrations. Changes included updating assessment<br />
agency and transport operator contracts, delivering<br />
assessment training, and redeveloping assessment<br />
resources. Approximately 80% of the 10,000 registered<br />
Total Mobility clients in the <strong>Auckland</strong> region have<br />
recently applied to renew their photo ID cards as part<br />
of the two-yearly reissue process.<br />
Free public transport for SuperGold Card holders and<br />
MAXX Senior Citizen Card holders – after 9am on<br />
weekdays and all day on weekends and public holidays<br />
– was launched on 1 October 2008 and use of bus,<br />
rail and ferry services by senior citizens has more than<br />
doubled.<br />
