generation, transport and consumption, and of the official standards for
energy savings. CONAE is also actively promoting cogeneration and
renewable energy. Conducts several Programs, including the National
Campaign for Saving and Intelligent Use of Energy.

Responsible to operate the strategic activities for gas, oil and petrochemistry. Has
established an internal voluntary CO2 emissions reduction scheme, energy saving
programs and programs to reduce flaring, venting and spills. Last year the virtual
CO2 internal market had 127 transactions for 4.4 million tons/year. PEMEX is the
only developing country oil company with such a scheme.
Are intervening in the CDM process due to the participation of international
finance organizations, because they are the sole financial agents for the Mexican
Government.
De-centralized autonomous organ of SEMARNAT. Is actively pursuing the
development of CDM projects at the forest areas of the Country, particularly
through its environmental services program focused on carbon sequestration.
Implements the Program for the Development of Forestry Plantations
(PRODEPLAN), the Program to Develop the Environmental Services Market for
Carbon Capture, the National Reforestation Program and the National Campaign
for Restoration of areas affected by forest fires.
Interested in energy saving at Integrally Planned Tourism Centers and other
tourism developments.
De-concentrated entity of SEMARNAT. Promotes and carries out strategic
research activities on climate change and actions to fulfill the national
commitments to the UNFCCC and Kyoto Protocol. Is in charge, between other
activities, of the National GHG Inventories and of the National Communications to
the Convention. INE is a generator of data critical for CDM project activities.
Research on electric energy baselines, CDM methodologies in forest sector, CDM
awareness and training activities. Workshops on CDM for Media members.
De-centralized autonomous organ of SEMARNAT. Involved in CDM hydro
projects approval.
