These developments provide UNIDO with an opportunity to add new emphasis to its technical assistance and
capacity-building for CDM 111 through: fostering public-private partnerships; helping Member States to
UNIDO has been supporting the intergovernmental processes surrounding the UN Framework Convention on
Climate Change (UNFCCC) as well as those dealing with issues specific to the Kyoto Protocol (Emissions
Trading, Clean Development Mechanism and Joint Implementation) since the beginning. Past work has
focused on developing and using methodologies for determining emissions reductions, helping developing
country Member States to identify their capacity needs and to develop programs of assistance, raising
awareness in the industrial community, undertaking preliminary training, and identifying and developing
CDM project opportunities.
This project will build upon and integrate several past and currently ongoing CDM projects and activities
initiated by UNIDO:
. • Recognizing that industry was largely being sidelined in the UNFCCC process, UNIDO
undertook background studies under the projects ‘
. Concept for Developing National Capacity to Implement Industrial Clean Development Mechanism
Projects in a selected Number of Countries in Africa’ (YA/RAF/99/145) and ‘Developing National
(UC/RAS/01/207);’
. • In ‘Developing National Capacity to implement Industrial Clean Development Mechanism
Projects in Africa: Preparatory Assistance’ (YA/RAF/01/405), national
and international experts held numerous national forums and meetings with key stakeholders
through which they increased the awareness of stakeholders on the potential benefits of the CDM to
industry and development; identified barriers to the transfer of climate-friendly industrial
technologies under the Convention & the Kyoto Protocol; undertook capacity building and
indicative industrial technology needs assessments; prepared national and sub-regional strategies
and related capacity building program components to address the barriers and needs; and prepared a
preliminary portfolio of industrial CDM projects;
. • Several small projects were undertaken in Nigeria under the umbrella of the UNIDO-
Nigeria Country Service framework. These activities included a large-scale national workshop 112 ,
development of two CDM Project Idea Notes (PINs) that were subsequently submitted to and
accepted by the World Bank Carbon Funds (Prototype Carbon Fund /Community Development
Carbon Fund), and prepared a national study ‘Estimating the Benefits of Kyoto Protocol on the
Nigerian Economy’.
. • The UNIDO component of the UN Inter-agency project entitled “ Engaging the Private
Sector in CDM Activities under the Kyoto Protocol” provided technical assistance to the
participating countries (i.e. Brazil and South Africa) in the area of CDM project development
methodologies, identification and development of CDM project proposals and the delivery of those
projects to potential investors. Other activities included training of project developers in CDM and
energy efficiency, preparation of case studies on potential CDM project opportunities and the
delivery of technical training in on the preparation of the Project Design Document (PDD) and
baseline and additionally assessment. The UNF approved a project planning grant for Phase II of
this project entitled “Promoting Innovative Private-Public Partnerships for CDM” where the UNIDO
