These <strong>development</strong>s provide UNIDO with an opportunity to add new emphasis to its technical assistance <strong>and</strong><br />

capacity-building <strong>for</strong> CDM 111 through: fostering public-private partnerships; helping Member States to<br />

promote cooperation in <strong>the</strong> realization <strong>of</strong> CDM projects; <strong>and</strong> helping host countries maximize <strong>the</strong>ir<br />

opportunities to participate in <strong>the</strong> EU ETS as well as in o<strong>the</strong>r recently-developed GHG markets.<br />

1.2 PAST ACTIVITIES<br />

UNIDO assistance<br />

UNIDO has been <strong>support</strong>ing <strong>the</strong> intergovernmental processes surrounding <strong>the</strong> UN Framework Convention on<br />

Climate Change (UNFCCC) as well as those dealing with issues specific to <strong>the</strong> Kyoto Protocol (Emissions<br />

Trading, Clean Development Mechanism <strong>and</strong> Joint Implementation) since <strong>the</strong> beginning. Past work has<br />

focused on developing <strong>and</strong> using methodologies <strong>for</strong> determining emissions reductions, helping developing<br />

country Member States to identify <strong>the</strong>ir capacity needs <strong>and</strong> to develop programs <strong>of</strong> assistance, raising<br />

awareness in <strong>the</strong> industrial community, undertaking preliminary training, <strong>and</strong> identifying <strong>and</strong> developing<br />

CDM project opportunities.<br />

This project will build upon <strong>and</strong> integrate several past <strong>and</strong> currently ongoing CDM projects <strong>and</strong> activities<br />

initiated by UNIDO:<br />

. • Recognizing that industry was largely being sidelined in <strong>the</strong> UNFCCC process, UNIDO<br />

undertook background studies under <strong>the</strong> projects ‘<br />

. Concept <strong>for</strong> Developing National Capacity to Implement Industrial Clean Development Mechanism<br />

Projects in a selected Number <strong>of</strong> Countries in Africa’ (YA/RAF/99/145) <strong>and</strong> ‘Developing National<br />

Capacity to implement Industrial Clean Development Mechanism Projects in ASEAN’<br />

(UC/RAS/01/207);’<br />

. • In ‘Developing National Capacity to implement Industrial Clean Development Mechanism<br />

Projects in Africa: Preparatory Assistance’ (YA/RAF/01/405), national<br />

<strong>and</strong> international experts held numerous national <strong>for</strong>ums <strong>and</strong> meetings with key stakeholders<br />

through which <strong>the</strong>y increased <strong>the</strong> awareness <strong>of</strong> stakeholders on <strong>the</strong> potential benefits <strong>of</strong> <strong>the</strong> CDM to<br />

industry <strong>and</strong> <strong>development</strong>; identified barriers to <strong>the</strong> transfer <strong>of</strong> climate-friendly industrial<br />

technologies under <strong>the</strong> Convention & <strong>the</strong> Kyoto Protocol; undertook capacity building <strong>and</strong><br />

indicative industrial technology needs assessments; prepared national <strong>and</strong> sub-regional strategies<br />

<strong>and</strong> related capacity building program components to address <strong>the</strong> barriers <strong>and</strong> needs; <strong>and</strong> prepared a<br />

preliminary portfolio <strong>of</strong> industrial CDM projects;<br />

. • Several small projects were undertaken in Nigeria under <strong>the</strong> umbrella <strong>of</strong> <strong>the</strong> UNIDO-<br />

Nigeria Country Service framework. These activities included a large-scale national workshop 112 ,<br />

<strong>development</strong> <strong>of</strong> two CDM Project Idea Notes (PINs) that were subsequently submitted to <strong>and</strong><br />

accepted by <strong>the</strong> World Bank Carbon Funds (Prototype Carbon Fund /Community Development<br />

Carbon Fund), <strong>and</strong> prepared a national study ‘Estimating <strong>the</strong> Benefits <strong>of</strong> Kyoto Protocol on <strong>the</strong><br />

Nigerian Economy’.<br />

. • The UNIDO component <strong>of</strong> <strong>the</strong> UN Inter-agency project entitled “ Engaging <strong>the</strong> Private<br />

Sector in CDM Activities under <strong>the</strong> Kyoto Protocol” provided technical assistance to <strong>the</strong><br />

participating countries (i.e. Brazil <strong>and</strong> South Africa) in <strong>the</strong> area <strong>of</strong> CDM project <strong>development</strong><br />

methodologies, identification <strong>and</strong> <strong>development</strong> <strong>of</strong> CDM project proposals <strong>and</strong> <strong>the</strong> delivery <strong>of</strong> those<br />

projects to potential investors. O<strong>the</strong>r activities included training <strong>of</strong> project developers in CDM <strong>and</strong><br />

energy efficiency, preparation <strong>of</strong> case studies on potential CDM project opportunities <strong>and</strong> <strong>the</strong><br />

delivery <strong>of</strong> technical training in on <strong>the</strong> preparation <strong>of</strong> <strong>the</strong> Project Design Document (PDD) <strong>and</strong><br />

baseline <strong>and</strong> additionally assessment. The UNF approved a project planning grant <strong>for</strong> Phase II <strong>of</strong><br />

this project entitled “Promoting Innovative Private-Public Partnerships <strong>for</strong> CDM” where <strong>the</strong> UNIDO<br />

111 Enhancing <strong>the</strong> ability <strong>of</strong> CDM host country industry to address <strong>and</strong> manage environmental problems as part <strong>of</strong> <strong>the</strong>ir ef<strong>for</strong>t to achieve<br />

sustainable <strong>development</strong>.<br />
